Arrested VIETSE Director Ngo Thi To Nhien for appropriating confidential documents

On September 30, at the regular Government press conference, Lieutenant General To An Xo - Spokesperson of the Ministry of Public Security informed about the temporary detention of Ms. Ngo Thi To Nhien, Director of Vietnam Energy Transition Initiative Company Limited (VIETSE).

According to Mr. To An Xo, based on the investigation results and collected evidence, on September 20, the Investigation Security Agency, Hanoi City Police issued a decision to prosecute the case, prosecute the accused, and temporarily detain Ngo Thi To Nhien (born in 1974) for the crime of appropriating documents of agencies and organizations, as prescribed in Article 342 of the Penal Code.

Also arrested, prosecuted, and temporarily detained with Ms. Ngo Thi To Nhien were Mr. Duong Duc Viet (born in 1979), senior expert, Investment Management Board of the National Power Transmission Corporation (EVN) and Mr. Le Quoc Anh (born in 1984), Head of System Analysis Department, Electricity Consulting Company 1.

These two people were also prosecuted for the same crime of "appropriating documents of agencies and organizations".

According to Mr. To An Xo, the investigation results and collected evidence documents determined that in 2020, Ms. Ngo Thi To Nhien knew that Mr. Le Quoc Anh and Mr. Duong Duc Viet were the ones who had access to information and documents related to policy planning and grid development of EVN Group, 500 KV grid, and 220 KV grid.

Therefore, Ms. Nhien legalized the appropriation of documents by signing labor contracts and expert contracts with Mr. Le Quoc Anh and Mr. Duong Duc Viet on a part-time, paid basis.

The two subjects above provided documents related to EVN to Ms. Ngo Thi To Nhien.

“The violations committed by the defendants Ngo Thi To Nhien, Le Quoc Anh, and Duong Duc Viet constituted the crime of appropriating documents of an organization or agency. Currently, the police are continuing to expand the investigation.”

Lieutenant General To An Xo also said that after Ms. Nhien was prosecuted, a number of foreign media agencies and exiled reactionary organizations reported distorted news, falsely accusing Vietnam of arresting environmental activists.

"The Ministry of Public Security rejects the above distortions, considering it an act of interference in Vietnam's internal affairs," said Mr. To An Xo.

The spokesman of the Ministry of Public Security clarified that there was absolutely no arrest of environmental activists but the temporary detention of defendants Ngo Thi To Nhien, Le Quoc Anh, and Duong Duc Viet for the crime of appropriating documents of agencies and organizations.

The seized documents are internal documents that cannot be shared or made public, and are classified as confidential documents, according to Lieutenant General To An Xo.
