At the meeting, the Provincial People's Council delegates elected Mr. Le Van Luong, Deputy Secretary of the Provincial Party Committee, to hold the position of Chairman of the People's Committee of Dien Bien province for the 2021-2026 term, with 43/43 votes, reaching 100% of the total number of delegates present.

Previously, delegates voted to dismiss Mr. Le Thanh Do from the position of Chairman of the People's Committee of Dien Bien province for the 2021-2026 term and Mr. Lo Van Phuong from the position of Chairman of the People's Council of Dien Bien province for the 2021-2026 term. Delegates of the People's Council of Dien Bien province elected Mr. Le Thanh Do, Deputy Secretary of the Provincial Party Committee, to hold the position of Chairman of the Provincial People's Council for the 2021-2026 term with 43/43 votes, reaching 100% of the total number of delegates present.

At the meeting, Secretary of the Dien Bien Provincial Party Committee Tran Tien Dung stated that the completion of key personnel plays a particularly important role in the period when the province is entering a period of accelerating the implementation of development goals in 2025 and preparing for the first year of the 2025-2030 term. The personnel introduced and elected to positions this time are all exemplary cadres in the entire Provincial Party Committee in terms of moral qualities, working capacity, sense of organization and discipline, extensive experience and have all completed the leadership positions they have assumed very well; meeting the criteria and standards for the positions and have been carefully considered by the Politburo , the Secretariat, and the Provincial Party Committee Executive Committee before being introduced. Immediately after the meeting, the Standing Committee of the Provincial People's Council, the Provincial People's Committee and agencies in the political system urgently started to carry out their tasks, especially speeding up the progress of socio-economic, defense and security targets in 2025; Prepare content for the regular year-end meeting and effectively implement the Resolution of the 15th Provincial Party Congress.

In their speeches accepting their duties, Mr. Le Van Luong and Mr. Le Thanh Do both affirmed that they would make the greatest efforts, promote the spirit of solidarity, innovation and creativity in leadership and direction; together with the Provincial People's Council and People's Committee, focus on removing bottlenecks, promoting administrative reform, improving the effectiveness of state management, promoting growth, improving people's lives, and quickly putting the Resolution of the 15th Provincial Party Congress into practice.

Mr. Le Van Luong was born on August 28, 1968, hometown Ninh Binh province; qualifications: Bachelor of Pedagogy, Bachelor of Accounting, Master of Economic Management; political theory qualification: Bachelor. He has held many positions such as Chairman of Than Uyen Commune People's Committee, Chairman of Tan Uyen Commune People's Committee; Deputy Chief of Office, Chief of Office of Lai Chau Provincial Party Committee; Chairman of Lai Chau Provincial Party Committee's Inspection Committee; Standing Deputy Secretary of Lai Chau Provincial Party Committee; Deputy Secretary of Provincial Party Committee, Chairman of Lai Chau Provincial People's Committee. On November 14, 2025, the Party Central Committee issued a Decision to transfer and appoint him to join the Executive Committee, Standing Committee and hold the position of Deputy Secretary of Dien Bien Provincial Party Committee, term 2025 - 2030.

Mr. Le Thanh Do was born on February 14, 1968, hometown Hung Yen province; degree: Bachelor of Economics; political theory level: Senior. He has held positions such as Vice Chairman of Dien Bien Provincial People's Committee; Vice Chairman of the Provincial People's Committee and Secretary of the former Muong Nhe District Party Committee; Permanent Vice Chairman of Dien Bien Provincial People's Committee; Deputy Secretary of the Provincial Party Committee, Chairman of Dien Bien Provincial People's Committee.
