Reporting the summary of the training course, comrade To Van Tu, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, Deputy Head of the Steering Committee of the Training Course, said: Participating in the training course, the trainees studied and researched 20 topics.

The curriculum has equipped and updated new, scientific and very useful knowledge in leadership and management, contributing to improving the quality of provincial-level staff, enhancing vision and strategic thinking.

Through studying, we continue to consolidate and improve our political ideology, ethics, and lifestyle, and raise the sense of responsibility of leaders and managers, which sets out tasks, goals, solutions, and development orientations for the province in the future.

From there, we are unified in perception and action, united and unanimous with the Party Committee and the People in the province, determined to strive to build the province to develop rapidly and sustainably, towards the goal of 2035, Ninh Binh will become a centrally-run city with the characteristics of a Millennium Heritage City and a creative city.

The training course was prepared, organized methodically, scientifically, thoroughly, and thoughtfully in all aspects; the spirit, attitude, and awareness of learning and training of the trainees were very eager to learn, serious, and responsible. At the end of the training course, 100% of the trainees were awarded a Graduation Certificate by the Ho Chi Minh National Academy of Politics. Through the training course, it has created a strong influence, positively affecting the training and fostering work to build and improve the quality of the staff, civil servants, and public employees of the province in response to the requirements and tasks in the current period and the following years.

At the ceremony, the Deputy Director of the Ho Chi Minh National Academy of Politics, the Standing Committee of the Provincial Party Committee and the Head of the Provincial Party Committee's Organization Board awarded the Certificate of Graduation of the 2024 Provincial-level Cadre Training Course to 89 students.

Speaking at the closing ceremony of the training course, Associate Professor Dr. Hoang Phuc Lam, Deputy Director of the Ho Chi Minh National Academy of Politics, congratulated and commended the spirit, attitude towards learning, training, and good results that the students had achieved, meeting the goals set by the class. He highly appreciated the close leadership and direction of the Standing Committee of the Provincial Party Committee for the class, especially through studying, discussing, and writing reports, proposing and recommending breakthrough values, different ideas, expressing the aspirations of the students to contribute to mobilizing and promoting resources, making Ninh Binh a well-off and rich province in the Red River Delta region. He hoped that these breakthrough ideas would be implemented, contributing to clarifying many important issues for the Provincial Party Executive Committee in the process of directing the preparation of documents to be submitted to the Provincial Party Congress for the 2025-2030 term, making Ninh Binh soon become a centrally-run city, a millennium heritage urban area, and a creative city.

Emphasizing that the good results of the Training Course are very encouraging, but it is only the first step and will only be meaningful when the trainees continue to apply the knowledge they have learned in their work. To do that, the Deputy Director of the Ho Chi Minh National Academy of Politics hopes that the trainees will continue to be confident in themselves, in the leadership of the Party, in the bright future of the country, in the development of the province; proactively and boldly contribute more ideas and proposals on mechanisms and policies based on theory and practice related to the industry, field, and locality they are in charge of. In addition, each trainee needs to set an example in the spirit of self-study, lifelong learning, establishing a reading culture as a habit to promote knowledge growth; continue to practice the style of a leader and manager, meeting the requirements and tasks in the new period, contributing to the successful implementation of the political tasks of the industry, locality, unit and province.

Speaking at the closing ceremony of the training course, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Training Course Steering Committee affirmed: After a period of serious and responsible teaching and learning, the 2024 Provincial-level Source Cadre Training Course of Ninh Binh province has successfully completed the content, program and plan set out.

The Standing Deputy Secretary of the Provincial Party Committee also emphasized some outstanding results of the Training Course such as: The leadership and direction of the organization of the course had many new points. In addition to the topics that have been developed, the Standing members of the Provincial Party Committee directly communicated and discussed with the trainees about the practical issues that are arising, the vision and orientation of the province. The Standing members of the Provincial Party Committee also spent time directly reading and evaluating the trainees' reports. Through monitoring and evaluation, it was found that many of the trainees' reports demonstrated their enthusiasm, responsibility, and proposed many innovative, creative and breakthrough ideas. These are solutions that can be referred to in building goals and tasks for the new term of the Provincial Party Committee. Organizing group discussions and concentrated discussions in class helped each trainee to perceive and evaluate the problem and had the opportunity and conditions to express their personal views, thereby unifying the issues that are being raised; create a space for dialogue and multi-dimensional exchange between lecturers and students, between students and students based on diverse work practices and perspectives from many different perspectives. With affection and responsibility, with extensive teaching experience, in-depth knowledge, management experience, and practical experience, the lecturers have conveyed, exchanged, and provided very practical and useful information and knowledge to the trainees of the training course.

The Standing Deputy Secretary of the Provincial Party Committee acknowledged and highly appreciated the organization of the class, the sense of responsibility of the Steering Committee, the Class Organizing Committee, the Provincial Party Committee Organizing Committee, the Provincial Party Committee Office and related agencies and units for closely coordinating and successfully organizing the training class; at the same time, congratulated the 89 students who successfully completed the program and were awarded certificates by the Ho Chi Minh National Academy of Politics.

To continue to train and improve the qualifications of all levels of cadres in the province in general and provincial-level cadres in particular, he suggested that the trainees, based on the content conveyed in the Training Course, continue to self-study, learn, constantly supplement and update new information and knowledge, combine theoretical learning and updated knowledge to flexibly and creatively apply them to practice in an effective, practical and quality way during their work at agencies and units.

Party committees, authorities, leaders of agencies and units need to pay more attention to promoting the training and fostering of cadres, civil servants and public employees, contributing to improving the capacity and effectiveness of public service performance of cadres and civil servants at all levels in the province; focusing on cadres with outstanding capacity, qualifications and ethics to advise on appropriate arrangement and use, promoting the capacity and strengths of each cadre. Unite, make joint efforts, overcome difficulties to contribute to realizing the goal of Ninh Binh becoming a centrally-run city by 2035 with the characteristics of a Millennium Heritage City and a creative city.

For the Provincial Party Committee's Organizing Committee and related agencies and units, it is necessary to continue to do a good job of advising the Provincial Party Committee's Standing Committee every year to develop a training and development plan for cadres, civil servants and public employees, focusing on opening training courses to update in-depth knowledge on new issues of the province to enhance the capacity of leaders and managers, such as local governance, heritage urban management, heritage economic development, cultural industry development... Selecting lecturers, selecting appropriate and practical training and development content and programs for each training and development subject.

He also requested departments, branches, sectors, district and city party committees, and subordinate party committees to continue to seriously and effectively direct the implementation of Regulation No. 164-QD/TW, dated February 1, 2013 of the Politburo on the training and knowledge updating regime for leaders and managers at all levels. The training content needs to be carefully researched and selected and suitable to the situation of the locality and unit. It is necessary to study and organize a training course for district-level source cadres in the new term.
