* Provincial People's Council passed 16 resolutions
(BD) - After an urgent , serious and responsible working session , late in the morning of April 28, the 23rd Session (15th Special Session) of the 13th Provincial People's Council completed all the contents and agenda and was a great success.

In his closing speech , comrade Ho Quoc Dung - Member of the Party Central Committee , Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that this session can be said to be the session that decides on "historic" contents of the 13th term People's Council of Binh Dinh province, term 2021 - 2026. That is, the Provincial People's Council decided to pass a resolution on unifying the policy of merging Binh Dinh and Gia Lai provinces and a resolution on merging and arranging new communes and wards to implement a 2-level local government from July 1, 2025.
According to comrade Ho Quoc Dung, the issuance of the resolution on the policy of rearranging commune-level administrative units of Binh Dinh province is the result of careful, meticulous preparation , considering many aspects, comprehensively and thoughtfully, both in terms of cultural and historical traditions, as well as the aspirations and feelings of the people.
Along with that, the resolution on the policy of merging Gia Lai and Binh Dinh provinces is necessary to implement the Party's policy on streamlining the organizational apparatus to ensure efficiency, effectiveness, and efficiency, helping to save state management costs and create new resources for development, improving the quality of people's lives.
“The merger of the two provinces will create great advantages in socio-economic development, create new development space, combine the great potential of the Central Highlands with the development of the marine economy of Binh Dinh. The new Gia Lai province has a particularly important position in the development triangle: Vietnam - Laos - Cambodia and creates opportunities for agricultural chains, tourism, industry, marine economy, improve economic efficiency, optimize resource use, promote comparative advantages ” , Comrade Ho Quoc Dung emphasized.
Along with the issuance of the above two historic resolutions, the Provincial People's Council passed 14 resolutions in the fields of budget finance, public investment, allocation of counterpart resources for the Quy Nhon - Pleiku Expressway Project - a key project of strategic significance in socio-economic development and regional connectivity of the province and a number of other important resolutions.

In order to promptly implement the adopted resolutions, Chairman of the Provincial People's Council Ho Quoc Dung requested the Provincial People's Committee to urgently direct departments, branches, sectors and relevant agencies and units to fully complete the dossiers of the Project on rearranging provincial-level administrative units and the Project on rearranging commune-level administrative units, and submit them to competent authorities as prescribed. At the same time, implement the following tasks in accordance with the direction of the Central Government ; proactively develop plans to report to competent authorities on the arrangement, assignment and use of cadres, civil servants and public employees, ensuring that the new apparatus begins operating immediately according to the resolution of the National Assembly , promoting efficiency , effectiveness and efficiency. Develop specific plans and roadmaps to manage, use and handle assets, working offices and official residences, ensuring no loss, waste or negativity. Be proactive in directing and managing the province's socio-economic development and resolving requests from people and businesses, ensuring smooth and continuous operations, without interruption , congestion or delay.
Propose that the Standing Committee of the Provincial People's Council, the People's Council Committees, the Delegation Groups and the Provincial People's Council delegates promote a sense of responsibility, strengthen the supervision of the organization and implementation of the resolutions passed at the session. Propose that the Provincial Vietnam Fatherland Front Committee and the Front's member organizations, according to their assigned functions and tasks, strengthen the supervision and promote the propaganda and mobilization of the people to well implement the Party's policies and the State's laws and policies, especially the purpose and significance of the merger, consolidation of the province and the arrangement of commune-level administrative units, creating high consensus and unity among cadres, party members and people of all walks of life in the process of organizing the implementation of major policies of the Central Government .
“From now until the day the political system at all levels officially comes into operation, there will not be many left, so I suggest that, with high spirit and responsibility, all levels and sectors need to focus on leading, directing and organizing the drastic and effective implementation of socio-economic development tasks and other political tasks as required by the Central and the Provincial Party Committee. This is also an opportunity to evaluate, screen and select cadres, especially leaders at all levels and sectors with sufficient qualities, capacity and prestige. According to comrade Ho Quoc Dung, the regular mid-year meeting of the province in 2025 will be held earlier than usual (expected to take place in mid-June 2025), therefore, it is recommended that the Provincial People's Committee proactively deploy the contents to prepare for the meeting; direct the review and evaluation of the effectiveness of resolutions that need to continue to be implemented after the province's merger, report to the Provincial Merger Steering Committee and submit to the new Provincial People's Council for consideration and decision according to its authority.
At the same time, it is recommended that the Standing Committee of the Provincial People's Council proactively summarize the term of the 13th Provincial People's Council according to the guidance of the National Assembly Standing Committee; closely coordinate with the Standing Committee of the Gia Lai Provincial People's Council in merging the organizational apparatus of the new Provincial People's Council after the merger in accordance with the provisions of law and the direction of competent authorities.

* According to the Resolution on the policy of rearranging commune-level administrative units of Binh Dinh province in 2025, after the rearrangement, Binh Dinh province will have 58 commune-level administrative units, including 41 communes and 17 wards, a reduction rate of 62.58%.
Specifically, Quy Nhon City has 5 wards and 1 commune, including wards: Quy Nhon, Quy Nhon Dong, Quy Nhon Tay, Quy Nhon Nam, Quy Nhon Bac, and Nhon Chau island commune.
An Nhon town has 5 wards and 1 commune, including wards: Binh Dinh, An Nhon, An Nhon Dong, An Nhon Nam, An Nhon Bac, An Nhon Tay commune.
Hoai Nhon Town has 7 wards: Bong Son, Hoai Nhon, Tam Quan, Hoai Nhon Dong, Hoai Nhon Tay, Hoai Nhon Nam, Hoai Nhon Bac.
Phu Cat district has 7 communes: Phu Cat, Xuan An, Ngo May, Cat Tien, De Gi, Hoa Hoi, Hoi Son.

* According to the Resolution on the policy of rearranging administrative units of Gia Lai and Binh Dinh provinces, it is agreed to establish Gia Lai province under the Central Government on the basis of merging the entire boundaries, administrative units, and population of the two current provinces of Gia Lai and Binh Dinh. After the rearrangement, the new Gia Lai province has an area of 21,576.53 km2 and a population of over 3.58 million people.
The administrative and political center of the new Gia Lai province is located in Quy Nhon City (currently Binh Dinh province). The new Gia Lai province has 135 commune-level administrative units, including 110 communes and 25 wards.
Merge Party agencies, Vietnam Fatherland Front and socio-political organizations, National Assembly Delegation and People's Council, People's Committee, public service units... of the two provinces.
Regarding the plan to arrange cadres, civil servants and public employees (CBCCVC) after the arrangement of administrative units of Gia Lai province and Binh Dinh province, based on current legal regulations and instructions and directions of the Central Government , the arrangement of CBCCVC of the two provinces after the arrangement is as follows: For leading and managing CBCCVC: arrange and arrange according to the authority decentralized according to regulations and instructions of the Central Government .
For civil servants not holding leadership or management positions: Mobilize all existing civil servants of the political system of the two provinces to the corresponding new agencies and units after the reorganization. In the immediate future, maintain the current number of civil servants in the two provinces. Then, review and streamline the payroll in conjunction with restructuring and improving the quality of the civil servants to meet the requirements of the task. Ensure that after the deadline required by the Central Government (5 years), the number of existing civil servants will comply with the payroll assigned according to current regulations.
Accordingly, the number of provincial-level cadres, civil servants and public employees expected to continue working is 17,228 people. The number of provincial-level cadres, civil servants and public employees expected to take leave according to regulations is 1,276 people.
The People's Committee of Gia Lai province has recently paid attention to arranging official housing, means of transport for work and travel needs for civil servants, public employees and workers to stabilize working conditions.
