Sin Suoi Ho is a border commune of Lai Chau province, with a total area of 255.91 km2, the whole commune has 35 villages; population of 3,333 households, 16,515 with 5 ethnic groups living together including: Mong accounts for 33%, Dao accounts for 29.3%, Thai accounts for 20.9%, Giay accounts for 13%, Kinh accounts for 2.9%, the remaining 0.9% are other ethnic groups. The terrain is mainly hills and streams, adjacent to: Tan Phong ward, Khong Lao commune... and Ma Gan Ty commune, Kim Binh district, Yunnan province, China, traffic is most difficult in the rainy season.
Economic development models in Sin Suoi Ho commune focus mainly on exploiting the potential of agriculture, forestry and especially community tourism associated with cultural preservation as a key model, turning Sin Suoi Ho commune from a difficult area into a "bright spot" of Lai Chau province. Sin Suoi Ho village has been recognized as a community tourism village since 2015 as the center of this model. In addition, local people have taken advantage of favorable natural conditions to develop a system of homestays and bungalows with traditional architecture such as rammed earth houses and wooden houses of the Mong people to welcome domestic and international tourists. Talking to CAND Newspaper reporters, Major Nguyen Thanh Son, Head of Sin Suoi Ho Commune Police, said that on the basis of merging 3 old communes including Sin Suoi Ho commune, Then Sin commune, Nam Xe commune into the new Sin Suoi Ho commune, the Commune Police advised the Commune People's Committee to establish a Working Group to implement Project 06, administrative procedure reform, digital transformation associated with Project 06 of Sin Suoi Ho commune according to Decision No. 63/QD-UBND dated July 30, 2025. The Working Group is responsible for directing and operating the application of population data, electronic identification and authentication to serve digital transformation in the area, building and developing e-Government, digital Government, digital economy, digital society and smart cities in accordance with the National Digital Transformation Program to 2025, with a vision to 2030.
In particular, since July 1, when the two-level government model was officially implemented, Sin Suoi Ho Commune Police has become one of the bright spots in digital transformation (DTS) and administrative reform (AR). In the context of being a famous community tourism commune, the pressure to handle administrative procedures (AP) for people and manage accommodation and social order is very large. The One-Stop Department of the Commune Police has fully utilized the power of technology, especially the application of the national electronic identification VNeID, bringing about remarkable changes.
From paper to digital: Sin Suoi Ho Commune Police have reorganized the One-Stop Department in a streamlined and modern direction. Instead of stacks of paper documents, administrative procedures are now handled online and interconnected. The Commune Police have successfully completed the task of being a model commune in digitalization, focusing on guiding and activating level 2 electronic identification accounts for 100% of eligible people.
As a famous tourist destination for domestic and foreign tourists, managing guests is a key task. The Commune Police have mobilized and guided 100% of community tourism businesses (homestays) to register temporary residence and temporary absence for tourists through the online public service system or VNeID right at home. Mr. Vang A Chinh, owner of Chinh Kia Homestay, shared: “Previously, whenever I had a guest, I had to bring my book to the Commune Police to declare. Since July 1, I only need to use my phone to enter the guest information into the system. This saves fuel and time, and helps us focus on serving tourists more attentively.”
The results were achieved thanks to the determination of the Party Committee and the authorities of Sin Suoi Ho commune in directing the digital transformation. Ethnic minorities in the commune, with their industrious nature, have actively participated in activating and using VNeID. Promoting the provision of online public services
Regarding the provision of online public services for administrative procedures (AP) related to enterprises, as of the reporting time, the Chairman of Lai Chau Provincial People's Committee has issued 11 Decisions approving the List of APs related to enterprises with a total of 1,008 APs.
Regarding administrative procedures performed regardless of administrative boundaries within the province, the Chairman of the Provincial People's Committee approved 13 Decisions with a total of 1,962 Lists of administrative procedures without administrative boundaries.
Results of the Index of serving people and businesses in performing administrative procedures and providing public services, by November 19, 2025, Lai Chau province achieved 89.64 points, ranked 8th out of 34 provinces and cities, including some targets achieved such as: The rate of completing dossiers and results of handling administrative procedures reached 87.20%; The rate of digitizing results of handling administrative procedures reached 89.34%; The rate of exploiting and reusing digitized information and data reached 91.52% with 68,104 dossiers; The rate of administrative procedure records paid online at the One-Stop Department at all levels reached 84.13%.
The results of the implementation of the campaign to enrich and clean up the National Land Database in Lai Chau province have also achieved many encouraging results. In particular, the results of the work of issuing criminal records on VNeID, Lai Chau province has issued 1,089/1,649 criminal records on the VNeID application, reaching 66.0% (during the month, 137/216 certificates were issued, reaching 63.4%). The work of creating, updating and managing health records is carried out regularly when people come to medical facilities for examination and treatment. Lai Chau province has integrated health insurance information into the electronic health book on the VneID application of 180,000 cases...
In addition, the province also increased investment and completed infrastructure for science and technology, innovation and national digital transformation. Document management and administration software in Lai Chau has now connected to 100% of government levels, departments, unions and associations established by the province, and has connected with the Government on the National Document Interconnection Axis. Created more than 20 promotional videos introducing tourism and agricultural products in Than Uyen commune on digital platforms, Tiktok platform, attracting more than 1 million views; organized livestream sessions to support the consumption of products and agricultural products in Binh Lu commune, thereby closing 2,500 orders with sales revenue through e-commerce platforms of 260 million VND.
Coordinated with the College of Economics - Trade Technology to organize 2 training courses on "Starting a business in the field of e-commerce" in Bum To commune and Than Uyen commune for trainees who are organizations, individuals, and businesses in the commune and organized livestream sessions to support the consumption of products and agricultural products in the commune, initially closing 100 orders.
