The high ranking in the implementation of Resolution 57 in mountainous and border provinces like Lai Chau has demonstrated the efforts, overcoming difficulties and many creative ways of the Party Committee, government, departments, branches and sectors and the support of people and businesses.
Resolute in direction and implementation
Mr. Chang A Chinh, a Mong ethnic, residing in Sin Suoi Ho village, Sin Suoi Ho commune, Lai Chau province, happily shared: “Before, every time I came to do paperwork, I had to bring my household registration book and my child's birth certificate, and sometimes I forgot to go back and forth. Now with VNeID, the staff only needs to scan the QR code to get all the information, no need to submit any documents. The procedure is much faster, I can still stop by on my way back from the farm.”
The convenience of VNeID is most evident when people come to do administrative procedures at the One-Stop-Shop. Data such as citizen identification cards (CCCD), health insurance, and residence information have been integrated, helping Sin Suoi Ho Commune Police officers look up and process procedures immediately, eliminating the cumbersome document comparison step. Today, ethnic minorities in Lai Chau province have benefited from national digital transformation, becoming digital citizens.
The story recorded at Sin Suoi Ho Commune Police Station is a clear demonstration of digital transformation, which is not only a story of the city but can be implemented effectively in the highlands and border areas. The digital transformation results have brought transparency, speed and convenience, which is truly an important driving force for Sin Suoi Ho to develop sustainably, worthy of the title of digital transformation commune and typical community tourism spot of Lai Chau province.
Achieving encouraging results like in Sin Suoi Ho in particular, and in Lai Chau province in general, is the "sweet fruit" from the drastic direction of the comrades in the Steering Committee, especially the leadership role of the Provincial Party Secretary, Head of the Steering Committee. The proposed work has achieved positive results in all aspects: perfecting institutions, infrastructure, technology, human resources for the development of science and technology, innovation, and digital transformation.
Departments, branches, sectors and localities have closely coordinated in implementing assigned tasks related to perfecting the legal system. Awareness of the importance of cadres, civil servants, public employees, people and businesses in science and technology, innovation and digital transformation has changed significantly, leading to practical actions and implementation in all areas of social life.
In addition, Steering Committees at all levels have been established uniformly from the central to local levels. 19 provincial departments, branches and sectors have established Steering Committees for the Steering Committee for Science and Technology Development, Innovation and Digital Transformation and Project No. 06; 38 communes and wards have established Steering Committees.
To perfect the institution in implementing Resolution 57, the Province has issued programs, plans, and documents in implementing the tasks of science and technology, innovation and digital transformation such as: Plan No. 11-KH/TU dated October 17, 2025 of the Provincial Party Committee to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation in the fourth quarter of 2025; Plan No. 6896/KH-UBND dated November 4, 2025 of the Provincial People's Committee to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation in the fourth quarter of 2025.
Lai Chau continues to raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new impulses and new momentum in the whole society in developing science and technology, innovation and national digital transformation.
Propaganda work has been stepped up, from October 15 to November 15, the whole province has propagated more than 500 news and articles; the province is also coordinating with media companies to produce 2 reports; information pages of departments, branches, sectors and localities continue to post hundreds of news and articles strongly communicating about science and technology, innovation, and digital transformation at agencies, units and localities.
In addition, to discuss and resolve difficulties and obstacles in implementing Plan No. 02-KH/BCĐTW, the Conclusion Notices and Decisions of the Central Steering Committee, the Central Steering Committee's Working Group on digital transformation tasks, the Lai Chau Provincial Inter-sectoral Working Group participated in discussions with the Central Inter-sectoral Working Group on November 13, 2025, in which Lai Chau ranked 10th in the country in terms of the rate of completion of tasks implementing Resolution No. 57 - NQ/TW dated December 22, 2024 of the Politburo as of November 2025.
Remove bottlenecks
Currently, Lai Chau province is urgently and resolutely perfecting the institution; eliminating all thoughts, concepts, and barriers that are hindering development; turning the institution into a competitive advantage in developing science and technology, innovation, and digital transformation.
Talking to CAND Newspaper reporters, Mr. Nguyen Minh Hieu, member of the Provincial Party Committee, Director of Lai Chau Department of Science and Technology, said: To remove bottlenecks, difficulties and institutional problems in science and technology activities, innovation and digital transformation, Lai Chau province regularly organizes reviews and synthesizes problematic contents, promptly reports to request direction and guidance from the Ministry of Science and Technology through 14 direct documents and 12 questions on the system for handling feedback, recommendations, initiatives and solutions for science and technology development, innovation and national digital transformation. Thereby, it has contributed to improving the effectiveness of science and technology management, innovation and digital transformation in the province, especially bringing about effectiveness in implementing specific contents and tasks to implement Resolution 57 in the province.
