The delegate said that in the context of the world situation changing very quickly and unpredictably. We must prioritize keeping the economy stable. Development must ensure stability for the macro economy. Otherwise, there will be "turbulence" due to the impact of external factors, especially in the current context. We also need to understand and distinguish clearly between what we want and what we need to do. There are many desires but conditions do not always allow. For example, localities always want to promote investment but the Finance sector needs to balance capital sources under existing conditions. That means we must know how to prioritize to harmonize desires under possible conditions. Just like when we prioritize merging the Ministry of Planning and Investment and the Ministry of Finance. This will help balance capital sources, avoiding the situation of having projects but no capital. Or vice versa, having capital but no projects. Therefore, delegate Ngan said he strongly agreed with the answer of Minister Nguyen Van Thang.
