Nam Dinh General Hospital reports on information about "not providing emergency care to accident victims"

NDO - Nam Dinh General Hospital has just sent a document to Nam Dinh Department of Health, reporting on the process of examining and providing emergency care to patient MTA (a child who had a traffic accident) who was brought to Nam Dinh General Hospital by local people for emergency care. Afterwards, information and images were posted on social networks, reflecting that the hospital refused to provide emergency care because "it did not pay enough advance payment".

Regarding this content, Director of Nam Dinh Department of Health Tran Trung Kien said: On the evening of May 3, a video appeared posted by people on social networks, reflecting that Nam Dinh General Hospital refused to treat a child who had a traffic accident because it did not have enough money to pay the advance payment.

On the morning of May 4, Doctor Hoang Ngoc Ha, Deputy Director of Nam Dinh General Hospital, signed a document to send to Nam Dinh Provincial Department of Health, reporting on the process of examining and providing emergency care to the above traffic accident victim.

According to the hospital report: At 4:03 p.m. on May 3, the hospital received patient MTA, 4 years old, who had a traffic accident in a conscious state, crying a lot, no difficulty breathing, no cyanosis, and a bruised right elbow. The patient was examined and classified by an orthopedic and general surgeon (although the patient had not registered for examination and paid).

At 4:10 p.m., the doctor ordered a CT scan, ultrasound, and X-ray (nurses guided me during the procedure). At 4:20 p.m., the CT scan results were available; at 4:40 p.m., the full results of the X-ray and abdominal ultrasound were available.

After performing the paraclinical instructions prescribed by the doctor, medication, IV fluids, and emergency treatment; at 5:45 p.m. on May 3, the patient was transferred to the National Children's Hospital.

Also according to the Hospital's report, during the examination, ordering of paraclinical tests and treatment, the person who brought the patient paid an advance payment of 500,000 VND. Hospital staff performed administrative procedures on the Hospital management software system so that the patient did not have to pay an additional advance payment.

Nam Dinh General Hospital also said that according to the report of the on-duty team on May 3, the medical staff did not directly discuss with the person who brought the patient to the emergency room the content "pay the full amount before going to the emergency room"; while the medical staff discussed to carry out administrative procedures, it led to a misunderstanding of the person who brought the patient (the person who recorded the video and posted it on social media).

During the emergency treatment at the hospital, the patient's family (MTA's parents) had no comments.

Nam Dinh General Hospital also reported to Nam Dinh Provincial Department of Health: The unit will continue to review, if violations are detected, they will be strictly handled according to regulations.

Director of Nam Dinh Department of Health Tran Trung Kien added: On the morning of May 4, the leaders of Nam Dinh Department of Health worked with the Board of Directors of Nam Dinh General Hospital; requested the Hospital to seriously review the incident, rectify the on-duty work and review the emergency procedure; consider the responsibility of individuals and on-duty teams, if there are any violations, they must be strictly handled according to regulations.

Previously, from the evening of May 3, a video appeared on Facebook, recording images at Nam Dinh Provincial General Hospital.

The video content records a scene of a person holding a baby, sitting in a waiting row, standing up and walking around, accompanied by the image of a man's voice (not shown in the picture) expressing his anger because when this person brought the baby to the hospital for emergency treatment after being run over by a homemade tractor, the hospital refused to provide emergency treatment because this person only had 500 thousand VND to pay, not enough to pay the advance payment.
