On the morning of December 13, the Steering Committee for summarizing the implementation of Resolution 18-NQ/TW of Nghe An province (Steering Committee) held a conference to discuss a number of contents on organizing the summary of the implementation of Resolution 18-NQ/TW, dated October 25, 2017 of the 12th Central Committee on innovation and reorganization of the apparatus.

Mr. Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee chaired the conference, requiring each head of agencies and units to demonstrate a pioneering, exemplary, impartial and objective role, following the direction of the Prime Minister to not let bribery happen; pay attention to and encourage cadres, civil servants and public employees to create consensus.

Nghe An province has oriented the organizational arrangement of the apparatus, regarding the arrangement of the party organization and the apparatus of the provincial party agencies. Merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department. Establishing two new party committees directly under the Provincial Party Committee, including the party committees of the party agencies, unions, People's Councils, and judiciary at the provincial level and the provincial government party committee.

End the activities of the Party Committee of the provincial agencies and the Party Committee of the provincial enterprises. Mobilize and arrange the existing cadres, civil servants and employees of the two Party Committees in the direction of assigning work to the two newly established Party Committees in accordance with the requirements, practical situation and cadre capacity.

Ending the activities of 11 party delegations and party executive committees of provincial agencies and units; ending the activities of the Provincial Cadre Health Care and Protection Board (transferring functions and tasks to the Provincial Party Committee's Organization Board, the Department of Health and the Provincial General Hospital of Friendship).

The Provincial Party Committee's Organizing Committee proposed that the Steering Committee give its opinion on transferring the Party organizations of the Union of Science and Technology Associations, the Provincial Literature and Arts Association, and the Provincial Union of Friendship Organizations to be directly under the Party Committee of the Party agencies, unions, People's Council, and judiciary at the provincial level; the remaining associations to be directly under the Party Committee of the provincial government.

The Provincial Ethnic Committee receives the original functions, tasks, organizational structure, and staff of the Religious Committee under the Department of Home Affairs to the Provincial Ethnic Committee; establishes the Ethnic - Religious Committee under the Provincial People's Committee.

Regarding the implementation roadmap, the Steering Committee assigned the Provincial Party Committee's Organizing Committee and the Provincial People's Committee's Party Committee to preside over the development and completion of projects and plans, advise on decisions, and complete them before December 31, 2024.

The Provincial Steering Committee assigned district, city and town Party Committees to study, propose and develop plans for merging, dissolving, rearranging and restructuring the organization and operations of Party organizations, departments and offices similar to those at the provincial level and in accordance with the actual local situation, and complete the plans before December 31, 2024.

At the conference, Provincial Party Secretary and Provincial People's Committee Chairman Nguyen Duc Trung said that members of the Steering Committee need to identify this as an important task, each person must have the highest political determination, make the greatest effort, and lead by example to carry out the assigned tasks.

"First of all, you must be clear-headed, then do a good job of ideological work for cadres, civil servants and public employees in your agency or unit. At the same time, promptly correct and discipline organizations and individuals who show signs of not following instructions and lacking responsibility," said the Provincial Party Secretary and Chairman of the Provincial People's Committee.

Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung said that merging or consolidating agencies and units is not simply a matter of mechanical cuts, but must also be accompanied by streamlining, reducing internal connections, eliminating unnecessary positions, and reducing ineffective work.
