Summoned for swindling 3 billion, female officer said 'police know, I was wrong'

On the evening of November 3, a representative of Lai Chau Provincial Police said that the Economic Police Department (PC03) of Lai Chau Provincial Police had issued a decision to temporarily detain Ms. Trinh Thi Kim Nhung (47 years old, residing in Tan Phong Ward, Lai Chau City, Lai Chau Province) to clarify the act of fraud and property appropriation.

Initially, PC03 Lai Chau Provincial Police determined that during the time Ms. Nhung worked at the Land Registration Office (Department of Natural Resources and Environment of Lai Chau province), she was assigned to be in charge of registering and issuing certificates and handling administrative procedures related to land in Dong Phong Ward (Lai Chau City).

Recently, Ms. Nhung was assigned to receive the land use right certificate (red book) handed over by Dong Phong Ward People's Committee for storage and issuance of new red books for people in need.

Due to losses in virtual currency investment and high debt, Ms. Nhung did not mark the red book to be canceled to submit it but arbitrarily edited the information on the people's red book to her own information.

Specifically, Ms. Nhung used a razor to scrape off the letters printed on the red book, then used a pencil eraser to erase the owner's information and printed her own information on it.

Next, Ms. Nhung used the software to build a cadastral database in the work of granting certificates of land use rights, house ownership rights and other assets attached to land to edit the information recorded in the software into her own information to match the documents that had been "transferred" to her name.

After "magically" converting someone else's land title into her own, Ms. Nhung called many acquaintances who were employees of real estate brokerage offices in Lai Chau City and people who wanted to buy land to introduce herself as having land for transfer at a cheap price.

Using this trick, from the beginning of October until now, Ms. Nhung has fraudulently transferred 3 red books to 2 real estate offices and 3 people, appropriating a total amount of 3.22 billion VND.

Ms. Nhung used the money she scammed to pay off her debt and deposit it into her account on the virtual currency exchange CSINGTRADE.

Knowing that she was being denounced, on November 1, Ms. Nhung resigned from her job at the Land Registration Office.

On November 3, PC03 of Lai Chau Province Police summoned Ms. Nhung for questioning. There, Ms. Nhung said: "The police know everything, I was wrong" and asked to surrender.
