The Politburo agreed to relieve Comrade Dinh Tien Dung from his position as Secretary of the Hanoi City Party Committee.

After considering the proposal of the Central Inspection Commission , the Politburo and the Secretariat have found that:

1. The Party Committee of the Ministry of Finance for the 2016-2021 term violated the principle of democratic centralism, Party regulations, and the Working Regulations; failed to fully implement directives from competent authorities; lacked responsibility and neglected leadership and guidance, allowing the Ministry of Finance and some Party organizations and Party members to violate Party regulations and State laws; failed to perform, or performed incorrectly or incompletely, its assigned functions and tasks in advising on and issuing mechanisms and policies, and in managing state affairs related to the issuance and trading of individual corporate bonds by enterprises in general, including enterprises belonging to the "ecosystem" of Van Thinh Phat Group Joint Stock Company and An Dong Group Joint Stock Company; and in performing its state management function regarding the budget related to Tien Bo International Joint Stock Company and enterprises belonging to the "ecosystem" of Tien Bo International Joint Stock Company. The violations and shortcomings of the Party Committee of the Ministry of Finance during the 2016-2021 term have caused serious and difficult-to-remedy consequences; posing a significant risk of loss and waste of state budget funds and damage to bond investors, negatively impacting the investment and business environment and social order and safety; causing negative public opinion and resentment, and diminishing the prestige of the Party organization and state management agencies.

2. Comrade Dinh Tien Dung is a high-ranking official of the Party and State, entrusted by the Central Committee of the Party and the Politburo with several important leadership positions. In his capacity as Secretary of the Party Committee and Minister of Finance for the 2016-2021 term, he made many efforts in directing and managing the work of the Finance sector, achieving important results. However, he bears political responsibility as the head for allowing numerous violations to occur within the Ministry of Finance; his lack of responsibility in leadership and direction led to many violations and shortcomings within the Party Committee of the Ministry of Finance, the Ministry of Finance itself, and several organizations and individuals, causing serious consequences, negative public opinion, and diminishing the prestige of the Party organization and state management agencies.

Aware of his responsibility to the Party and the people, he submitted a request to resign from his assigned positions, retire from work, and step down from his duties.

3. Comrade Nguyen Van Yen , Deputy Head of the Central Internal Affairs Commission, Member of the Standing Committee of the Party Committee, and Chairman of the Party Committee's Inspection Committee of the Central Internal Affairs Commission, has lacked self-cultivation and training, has deteriorated in political ideology, ethics, and lifestyle, violated Party regulations and laws on protecting state secrets, declaring assets, income, marriage, and family; violated the Regulations on what Party members are not allowed to do and the responsibility of setting an example, causing very serious consequences, public outrage, and negatively affecting the prestige of the Party organization, agency, and workplace.

4. Comrade Nguyen Dinh Kim , former Provincial Party Committee member and former Secretary of the Vinh Thanh District Party Committee, Binh Dinh province, has shown ideological and political degradation, moral decay, and lifestyle misconduct; violated Party regulations and State laws in performing his assigned duties and responsibilities; violated the Regulations on what Party members are not allowed to do and the responsibility of setting an example, causing very serious consequences and negatively affecting the prestige of the Party organization and local government.

Based on the content, nature, extent, consequences, and causes of the violations by the Party organization and individuals mentioned above, and in accordance with the Party's regulations on disciplinary action against violating Party organizations and members, the Politburo agrees to allow Comrade Dinh Tien Dung to cease his participation in the Executive Committee and Standing Committee of the Hanoi City Party Committee, to relinquish his position as Secretary of the Hanoi City Party Committee for the 2020-2025 term, and as Head of the 15th National Assembly Delegation of Hanoi City. The Politburo will report to the Central Committee of the Party to allow Comrade Dinh Tien Dung to relinquish his positions in accordance with Party regulations and State laws. The Secretariat decides to impose disciplinary action: Warning against the Party Committee of the Ministry of Finance for the 2016-2021 term; Dismissal from all Party positions for Comrade Nguyen Van Yen; and expulsion from the Party for Comrade Nguyen Dinh Kim.

We request that the relevant authorities promptly implement administrative disciplinary measures in a manner consistent with Party discipline.
