At each unit, the delegation worked with 1 kindergarten, 1 primary school, 1 middle school, 1 high school and 1 Continuing Education Center. In addition, for out-of-school education, the delegation also inspected 1 Foreign Language Information Technology Center and 1 Life Skills Education Center.

Through the inspection, the members of the delegation highly appreciated the preparation, organization, implementation and implementation of tasks at the beginning of the 2024-2025 school year of the units. Specifically, the documents were deployed very early and comprehensively by Ho Chi Minh City. For example, with the shortage of schools, Ho Chi Minh City has identified 147 communes and wards lacking public schools, and students studying in non-public schools are determined to have tuition compensation levels for students.

In addition, the Department of Education and Training of Ho Chi Minh City advises the City People's Committee to update and grasp in a timely manner to issue service lists according to annual reviews. Specifically, in the 2023-2024 school year, the Ho Chi Minh City People's Committee issued Resolution 04 "On regulations on revenues and collection levels, revenue and expenditure management mechanisms for services serving and supporting educational activities of public educational institutions in Ho Chi Minh City" , this school year issued Resolution 13 to replace the previous Resolution with new approaches. "The issuance of Resolution 13 helps localities and schools to proactively implement this, which is a very good advantage", Mr. Thai Van Tai assessed.

According to Mr. Thai Van Tai, Ho Chi Minh City has issued a set of criteria for evaluating digital schools, thereby helping schools to build projects based on those criteria to equip digital transformation devices in education. Currently, there are very few localities that have issued this content. In addition, Ho Chi Minh City has also issued a set of criteria to evaluate advanced international integration schools.

“HCMC has proactively issued sets of criteria early for schools to grasp and implement. For example, any educational institution that is oriented towards the model of an advanced international integrated school will look at those criteria to decide on investment. Or in implementing digital transformation, there will be very clear and distinct assessment bases, from which investment will be targeted,” Mr. Thai Van Tai emphasized.

Speaking at the meeting, Deputy Minister Pham Ngoc Thuong said that the Ministry of Education and Training has established four inspection teams to inspect the preparation and implementation of tasks at the beginning of the 2024-2025 school year. This is a regular, annual task.

“The locality has also issued many pioneering and practical Resolutions and Decisions, demonstrating the concern of the Department of Education and Training of Ho Chi Minh City, and at the same time, proactively carried out communication work that demonstrates humanity and timeliness. For example, the lack of classrooms has proactively advised on Project 4,500; the lack of teachers has proactively coordinated with departments and branches, advised on policies to attract teachers, etc. In particular, Ho Chi Minh City has been proactive, creative, leading, and dynamic in many activities such as teaching foreign languages, building a learning city with many good models and methods that can be replicated nationwide,” Deputy Minister Pham Ngoc Thuong emphasized.

Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, said that after the city issued a project to build 4,500 classrooms, the Department also organized many delegations to work in districts and counties to grasp the situation to determine feasible projects to build. Of which, by 2025, there will be more than 60 projects with about 1,500 classrooms, contributing to reducing the number of students in classes in some localities such as Thu Duc City, District 12, Go Vap... to ensure the quality of teaching and learning.
