On the afternoon of January 12, the Ministry of Education and Training (MOET) held a meeting to solicit opinions on the adoption and revision of the draft Law on Teachers. Minister Nguyen Kim Son and Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh chaired the meeting.

Reporting on the review and acceptance of opinions of the National Assembly 's Committee on Culture and Education on the draft Law on Teachers after the meetings in December 2024, the standing representative of the Drafting Committee, Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers, said:

On December 6, 2024, the Ministry of Education and Training submitted a report to the National Assembly's Committee on Culture and Education on the explanation, acceptance, and revision of the draft Law on Teachers. On December 12, 2024, the Secretary General of the National Assembly reported on the opinions of National Assembly deputies discussing in groups and in the hall on the draft Law on Teachers.
After working sessions between the reviewing agency and the drafting agency, the National Assembly's Committee on Culture and Education has drafted a Report on explanation, acceptance, and revision of the draft Law on Teachers and will continue to complete it after the leaders of the two agencies agreed on a number of contents with different opinions during the process of reviewing and revising the draft Law on Teachers.

Based on the draft Law on Teachers submitted to the National Assembly at the 8th Session and the results of the review meetings, the Ministry of Education and Training is continuing to complete the draft documents guiding the implementation of the Law on Teachers. Of which, the number of Decrees and Circulars guiding the expected implementation is 3 including the Decree and 15 Circulars.
At the meeting, Mr. Vu Minh Duc also reported the results of the proposed revision of the draft Law on Teachers up to January 10, based on the results of the working sessions and initial review and agreement between the drafting agency and the reviewing agency. At the same time, he specifically reported on a number of issues that the reviewing agency proposed to continue reviewing, related to terminology and a number of specific policies.

According to the plan, in January 2025, we will focus on completing the Report on explanation, acceptance, and revision of the draft Law on Teachers and accompanying documents to serve the February 2025 meeting of the National Assembly Standing Committee.
In February-March 2025, the National Assembly Standing Committee will continue to review and revise the draft Law on Teachers and the accompanying documents to complete the draft Law on Teachers. If necessary, the Committee on Culture and Education will send a document to the Government requesting comments, and the Ministry of Education and Training will preside over the preparation of documents to submit to the Government to seek comments from Government members.
April 2025, complete the dossier to submit to the National Assembly for consideration and approval at the 9th Session.

At the meeting, opinions focused on discussing and giving opinions on the draft Report on explanation and acceptance of opinions of National Assembly deputies at the 8th Session, 15th National Assembly and expected revision of the draft Law on Teachers.
Some specific issues were discussed in detail regarding the subjects of application, teacher mobilization, higher retirement age for teachers, teachers' rights, recruitment and use of teachers, equality between public and private education systems, teachers participating in the management of enterprises established by educational institutions from scientific research results according to regulations...

Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that the meeting had reached important consensus on a number of major issues, issues of principle. Mr. Nguyen Dac Vinh expressed his gratitude for the close coordination of the Ministry of Education and Training, which contributed to helping the National Assembly's Committee on Culture and Education achieve many positive results in the past year.
Speaking at the meeting, Minister Nguyen Kim Son shared: Up to now, the construction of the Law on Teachers, from policy thinking, expression, social persuasion... has all gone through an important part. This was achieved with the support and cooperation of the National Assembly's Committee on Culture and Education.

Also stating that the meeting had agreed on a number of important contents, the Minister also informed about the legislative tasks of the Ministry of Education and Training in 2025 such as: reviewing and evaluating the Law on Education; developing the Law on Lifelong Learning; amending the Law on Vocational Education after receiving the vocational education sector... From there, the Minister emphasized the importance of coordination between the Ministry of Education and Training and the National Assembly's Committee on Culture and Education in the coming time.
