According to the draft, each class and each school will have a Parent-Teacher Association (PTA). The duties, powers, and activities of the PTA will continue to be implemented according to the regulations issued by the Ministry of Education and Training .
The draft also dedicates Chapter VII to regulating the relationship between schools, families, and society, emphasizing the need for regular and close coordination, ensuring democracy, equality, transparency, and accountability.
Compared to the current regulations, the draft expands the scope of parental involvement in school educational activities.

Specifically, parents are involved in sharing information and evaluating students; suggesting and contributing ideas; and monitoring the development and implementation of the school's educational plans and solutions.
Parents' associations are involved in providing feedback and monitoring the development of plans and the use of resources to care for and educate students. The school is responsible for publicly and transparently disclosing information about these plans, their contents, and the results of the collaboration.
If necessary, the school will facilitate parents' visits to the school to learn about and support their children's development and studies.
Parents and the community also participate in students' experiential learning, extracurricular, career guidance, cultural, sports , and arts activities.
In particular, the school has a responsibility to provide regular information about teaching activities and students' academic progress.
Schools must also organize counseling, guidance, and training activities for parents on the psychological and physiological characteristics of different age groups, skills to support students' learning at home, emotional management skills, education in compassion, civic responsibility, prevention of school violence, and other educational issues.
Currently, general education schools operate under two separate regulations: Circular 28, which applies to primary schools, and Circular 32, which applies to junior high schools, high schools, and multi-level general education schools.
The Ministry of Education and Training acknowledges that the system of legal documents regulating the activities of general education schools is fragmented and cumbersome. With the transition to a two-tiered local government model and the policy of streamlining the administrative apparatus and procedures, and promoting digital transformation, some content in these documents is no longer appropriate.
This requires unifying the existing laws and regulations into a new legal document that is consistent with them, according to the Ministry of Education and Training.
