The embankment of Thach Han River has been seriously eroded for many years.

About 400 meters of the Thach Han River embankment, passing through Lap Thach quarter, Dong Le ward, Dong Ha city, Quang Tri province, has been seriously eroded for many years. The erosion is threatening the newly built Le Thanh Tong street as the frog's jaw has eaten deep into the sidewalk. Both local people and authorities are very worried and hope that the State will soon build a new embankment to prevent erosion.

Landslides are getting worse

The Thach Han River bank has a section of embankment that is eroding along Tran Thanh Tong Street, about 300 meters from the pontoon bridge connecting Dong Ha City and Trieu Do Commune, Trieu Phong District. In reality, a section of embankment several hundred meters long has been seriously eroded. The concrete slabs covering the embankment have partly been washed away into the river, the remaining layers are precariously stacked on the edge of the landslide. The concrete beam frame that secures the embankment has been broken, broken into many pieces, lying haphazardly under the river's edge.

The eroded embankment sections created a steep cliff about 3 meters high, which is very dangerous. The erosion is getting more and more serious as it has eaten into the sidewalk of Tran Thanh Tong Street, creating a frog's jaw. Through research, the Thach Han River section in this section has become wider and deeper over time, and the two banks are very steep, due to erosion and changes in the flow. Some locals said that the riverbank used to be gentle, from the bank to the edge of the river to get on a boat to the other side was a few dozen meters, but now it has become a steep cliff. The bank itself is very deep, and the water flows turbulently.

Mr. Ha Ngoc Chau (74 years old) lives on Tran Thanh Tong Street, right in front of the Thach Han River with an eroding embankment. He said that every time the rainy season passes, seeing the riverbank erode more seriously, the anxiety of the people living in the area grows greater. "The erosion has been happening for many years now and is eating deeper and deeper into the bank, threatening the entire Tran Thanh Tong Street. If the State does not build an embankment soon, this situation will become more and more serious, very dangerous," Mr. Chau worried.

Urgent implementation of new embankment

Faced with the above situation, local people and authorities have repeatedly petitioned Dong Ha City to soon invest in building a new embankment to prevent landslides. Chairman of Dong Le Ward People's Committee Mai Hoai Phong said that in October 2020, the ward submitted a document to Dong Ha City People's Committee and the City Urban Management Department on overcoming landslides on the embankment along Thach Han River.

Dong Le Ward People's Committee said that in recent times, the weather situation has been very complicated, with heavy rain and continuous storms causing serious erosion of the Thach Han River embankment, with some sections broken and cracked with a length of about 400 meters, affecting people's lives and possibly endangering their lives if not repaired in the near future. To ensure people's lives and avoid damage to people and property, the ward requested Dong Ha City People's Committee and the Urban Management Department to take measures to remedy this situation.

In May 2021, the People's Committee of Dong Le Ward continued to submit a report on this issue. Accordingly, Dong Le Ward received many opinions and recommendations from voters regarding the serious erosion of the Thach Han River embankment. Continuing to emphasize that this situation affects people's lives and can be life-threatening if not promptly remedied, Dong Le Ward hopes that the higher authorities will soon invest in building embankments at the landslide sites.

By July 2024, implementing the official dispatch of the Department of Natural Resources and Environment of Dong Ha City, the People's Committee of Dong Le Ward conducted a review and made a list of high-risk areas for landslides in the area. Through the survey, Dong Le Ward reported that the embankment area of ​​Thach Han River through Lap Thach Quarter needs to be prioritized at level 1 (highest level from 1-5).

Director of the Dong Ha City Investment and Construction Project Management Board, Thai Vinh Hai, said that after many surveys, it was determined that the damage and erosion at the Thach Han River embankment was very serious, so it was included in the investment list for repair. Specifically, the board has included it in the list of proposed adjustments and additions to the list of projects in the 2021-2025 medium-term public investment plan. However, realizing that the erosion situation urgently needs investment, the board has proposed switching to the Central Coastal Urban Development Project towards green growth and climate change response in Dong Ha City (AFD project) for quick implementation.

Speaking to a reporter from Quang Tri Newspaper, Mr. Nguyen Huu Suu, Deputy Manager of the AFD Project Management Board, said: “The landslide section of the Thach Han River embankment located in Lap Thach Quarter, Dong Le Ward has been included in the AFD project. We are currently inviting bids for construction and installation.”

It can be affirmed that the situation of landslides on the Thach Han river embankment is becoming increasingly serious and needs to be urgently rebuilt to ensure people's lives and avoid damage to people and property.
