Delegation of Ministry of Science and Technology worked with An Giang province.
To ensure the effectiveness of two-level government operations, the An Giang Provincial People's Committee has issued a plan to organize and put into use five important information platforms and systems. Unifying the use of shared information systems and software ensures stable, continuous, and uninterrupted operations.
In particular, the issuance of more than 20,000 official email accounts to officials, civil servants and public employees at 17 departments, branches and sectors and 102 People's Committees of communes, wards and special zones has been completed, reaching a rate of 100%. Thanks to that, all officials and civil servants can exploit and use official email in management and operation.
At the same time, An Giang has completed the connection, interconnection, and data sharing between systems within the province and with central ministries and branches through the National Data Integration and Sharing Platform (NDXP). This implementation complies with the Vietnam Digital Government Architecture Framework and is consistent with the province's e-Government Architecture, aiming to build a synchronous Digital Government.
In the field of public administration, An Giang has adjusted and installed a document management and administration system according to the two-level government model. The province has fully updated more than 20,400 accounts of cadres, civil servants, and public employees of departments, branches and public service units into the system. The rate of electronic documents exchanged between administrative agencies reached 100%, contributing to a sharp reduction in the use of paper documents, saving time and costs.
The administrative procedure information system has also been completed and synchronously connected to the National Public Service Portal. Accordingly, 2,138 administrative procedures of the province have been published on the national database, of which 1,829 procedures are under the authority of the provincial level and 421 procedures are under the authority of the commune level. To date, the province has integrated 804 full online public services and 1,142 partial online public services.
Statistics from July 1 to August 19, 2025 show that the system has received 144,375 applications, of which online applications account for a high proportion with 114,708 applications. The rate of on-time and early application processing is 92.7%.
The An Giang Provincial Electronic Information Portal has also been upgraded, ensuring security and safety according to Decree 42/2022/ND-CP and Circular 22/2023/TT-BTTTT. The portal has added many new features, especially the "one search" function, allowing users to simultaneously look up multiple information channels with just one keyword. In addition, the province has also expanded the channel to receive comments and feedback from people and businesses, contributing to improving interaction efficiency and service quality.
The delegation of the Ministry of Science and Technology surveyed the administrative procedure counter of the Department of Science and Technology at the Provincial Public Administration Service Center.
Based on Decree 132/2025/ND-CP and Decree 133/2025/ND-CP of the Government, the Ministry of Science and Technology has issued many decisions announcing new, amended, supplemented or abolished administrative procedures. In An Giang, the Department of Science and Technology has submitted to the Provincial People's Committee a decision authorizing the Director of the Department to perform 85 tasks in many fields such as radiation and nuclear safety, intellectual property, quality measurement standards, telecommunications and internet.
To date, the total number of administrative procedures decentralized to localities in the field of science and technology is 121, all of which have been integrated into the National Public Service Portal.
In addition to the achievements, the report also pointed out some difficulties. In some communes, officials were still confused when operating on the new system, while the information technology infrastructure was not synchronized, many devices were degraded. Some connection systems, especially the National Public Service Portal, were sometimes slow during peak hours, affecting online application submission.
The working group of the Ministry of Science and Technology inspected the List of administrative procedures under the jurisdiction of Rach Gia Ward People's Committee at the Ward Public Administration Service Center.
At the meeting, Mr. Ho Hong Hai, Head of the working group, together with representatives of units under the Ministry of Science and Technology, directly answered many recommendations from the province, and noted issues beyond their authority to report to higher authorities for consideration. Mr. Ho Hong Hai emphasized that this working trip was not only to inspect and evaluate the implementation results but also an opportunity for the Ministry to accompany, share and remove difficulties for the locality.
Based on the synthesis of results from localities, the Ministry will issue a handbook to unify implementation nationwide, especially in decentralization and delegation according to Decree 132/2025/ND-CP and Decree 133/2025/ND-CP.
