Ministry of Home Affairs: Promote civil service reform, propose salary adjustment for officials

(Chinhphu.vn) - The Ministry of Home Affairs will continue to urge and inspect the review, arrangement and assignment of cadres, civil servants and public employees to ensure the correct job positions, meeting task requirements; propose salary and allowance adjustments for cadres, civil servants, public employees and armed forces after the reorganization of the apparatus and organization of two-level local governments.

At the 5th meeting of the Government Steering Committee on science , technology development, innovation, digital transformation and Project 06, the Ministry of Home Affairs reported on the results of administrative reform (AR) in the first 10 months of 2025, and proposed key tasks for the last months of the year.

The report shows that administrative reform continues to be implemented vigorously and synchronously, under the attention and close direction of the Government, the Prime Minister , ministries, branches and localities.

The focus of the reform is on operating the two-level local government model, removing "bottlenecks" in administrative procedures and developing e-Government and digital Government, contributing to improving the effectiveness and efficiency of state management.

The level of decentralization from central to local levels currently reaches 56%.

The work of building and perfecting the legal system has been promoted. The work of cutting and simplifying administrative procedures has been vigorously implemented by ministries, branches and localities. The implementation of the one-stop shop and inter-connected one-stop shop mechanism has continued to improve in quality.

From July 1 to October 30, 2025, the total number of records received in 34 provinces and cities reached 16 million records, of which more than 11.8 million records were at the commune level (accounting for 73.8%). More than 13.3 million records were processed and results returned to people and businesses, reaching a rate of 83%, of which 90.8% of records were processed on time or early.

In the field of organizational reform and staff streamlining, after the arrangement, the structure of the 15th Government for the 2021-2026 term includes 17 ministries, ministerial-level agencies and 5 government agencies, a reduction of 5 ministries, ministerial-level agencies and 3 government agencies compared to the previous term.

The organization within ministries, ministerial-level agencies, and government agencies has reduced 13 general departments and equivalent organizations; reduced 509 departments and equivalent organizations; reduced 231 departments and equivalent organizations; reduced 3,377 sub-departments and equivalent sub-departments; reduced 82/224 public service units.

At the local level, since the beginning of 2025, localities have reduced 710 specialized agencies under the Provincial People's Committee and 8,289 specialized agencies under the District People's Committee (a 100% reduction).

Based on current regulations, to date, localities have completed the arrangement and consolidation of People's Councils and People's Committees at the provincial and communal levels; established 466 specialized agencies under the provincial People's Committees (including 12 specialized agencies organized uniformly in 34 provinces and cities and 58 specialized agencies in some localities); 9,916 specialized departments at the communal level have been established in communes, wards and special zones.

Regarding decentralization, delegation of power, and assignment of authority, ministries and ministerial-level agencies have advised the Government to submit 34 laws and 34 resolutions to the National Assembly; issued 120 decrees and resolutions on legal norms, including 30 specialized decrees on decentralization, delegation of power, and assignment of authority; Ministers and heads of ministerial-level agencies have issued 66 Circulars on decentralization and assignment of authority associated with the 2-level local government model.

Based on the results of 6,738 tasks and authorities of ministries and ministerial-level agencies reviewed, 2,541 tasks have been identified for decentralization, delegation of authority, and division of authority between central and local agencies. The proportion of tasks under the authority of the Central Government is currently 44%, the level of decentralization from the Central Government and authorization for local implementation is 56%.

Regarding personnel work, there are currently 136,261 officials and civil servants (government sector) working in 3,321 communes, wards and special zones, an average of 41 people/commune level, of which 94.6% of officials and civil servants have qualifications and expertise appropriate to their job positions; 5.4% do not meet the requirements.

The work of resolving policies and regimes for the staff after the reorganization has been seriously implemented. Many localities have implemented practical support such as adjusting bus routes to serve officials, providing direct financial support, and upgrading accommodation facilities to serve as official housing. 100% of commune-level units have opened accounts and paid salaries through the treasury, demonstrating positive changes in financial management and grassroots budgets.

Besides positive results, some difficulties still exist. Some localities have not arranged civil servants appropriately according to the scale and number of administrative procedure records, and are still confused in implementing decentralization and delegation of power; some public administrative centers are far away, and handling redundant headquarters is not favorable...

Improve the effectiveness of personnel work

In the coming time, the Ministry of Home Affairs will preside over and coordinate with ministries, branches and localities to review the overall administrative reform program for the 2021-2025 period, determine the administrative reform index for 2025 and propose tasks for the 2026-2030 period.

The Ministry of Home Affairs continues to urge and inspect the review, arrangement and assignment of cadres, civil servants and public employees to ensure the correct job positions, meeting task requirements; review the feasibility of legal documents on decentralization, delegation of authority and assignment of authority; report to competent authorities on the results of implementing payroll management for the 2022-2026 period and propose payroll for the 2026-2031 period of ministries, branches and localities.

At the same time, propose to adjust salaries and allowances for cadres, civil servants, public employees and armed forces after the reorganization of the apparatus and organization of two-level local governments; complete and submit to the Government for promulgation a Decree replacing Decree No. 120/2020/ND-CP regulating the establishment, reorganization and dissolution of public service units; complete reports, develop and complete a Decree regulating civil servant job positions.

Ministries and branches focus on removing legal obstacles, reviewing and simplifying administrative procedures, implementing the one-stop mechanism, digitizing records, and upgrading information technology infrastructure.

Along with that, continue to streamline the organization, arrange public service units, state-owned enterprises, perfect the two-level local government apparatus, ensure smooth operation, improve the effectiveness of state management and service quality for people and businesses...
