The report stated that, in order to implement Conclusion No. 134-KL/TW of the Politburo and Secretariat, it is necessary to amend and supplement the Law on Inspection to arrange the inspection agency system in a centralized and unified direction at one focal point at two levels at the central and local levels.
The project to reorganize the inspection agency system affirms: ending the activities of the Ministry Inspectorate, General Department Inspectorate, Departments under the Ministry, Department Inspectorate, District Inspectorate; not organizing specialized inspections in ministries, departments and agencies assigned to perform specialized inspection functions will switch to performing specialized inspections.
Government Inspector General Doan Hong Phong said that the draft law stipulates inspection agencies, including: Government Inspectorate; provincial and municipal inspectorates; inspection agencies in the People's Army, People's Public Security, State Bank of Vietnam ; Cryptographic Inspectorate; Inspection agencies established under international treaties to which Vietnam is a member.

According to the Inspector General, the draft law stipulates a unified inspection activity, without distinguishing between administrative inspection and specialized inspection as in current law.
After restructuring the inspection agency system, the Government Inspectorate received additional functions and tasks of 12 Ministry Inspectorates. Provincial Inspectorates received additional functions and tasks of district-level inspectorates and departmental inspectorates.
The Government Inspectorate is expected to be supplemented with the task of "inspecting the implementation of policies, laws, tasks, and powers of agencies, organizations, units, and individuals under the management of ministries without ministerial inspectorates"; "inspecting the compliance with laws in areas under the State management of ministries without ministerial inspectorates".
The provincial inspectorate will "inspect the implementation of policies, laws, tasks and powers of agencies, units and individuals under the department and People's Committees at all levels"; "inspect the compliance with laws in areas under the State management of the departments".
Inspection agencies are also assigned additional tasks in waste prevention and control; additional regulations on power control in inspection activities; additional regulations on information transfer to investigation agencies in inspection activities to meet practical requirements...
The report on the review of the draft law presented by Chairman of the Law and Justice Committee Hoang Thanh Tung stated that the Committee agrees with the comprehensive amendment of the current Law on Inspection.
After implementing the arrangement of the inspection agency system, the Committee proposed to review the regulations on the tasks and powers of the Government Inspectorate and the position and functions of the Provincial Inspectorate in the draft law to revise and complete to ensure consistency with the organizational model of the inspection agencies after the arrangement.
Regarding the handling of overlaps and duplications in inspection activities, the Committee on Law and Justice found that after implementing the arrangement of the inspection agency system, with the strengthening of specialized inspection activities of ministries, branches and localities, it may lead to overlaps and duplications between inspection activities and specialized inspection activities, and may also overlap with the supervision activities of elected bodies.
Therefore, the Committee proposes to study and supplement regulations on handling overlaps and duplications between inspection activities and these activities to facilitate implementation, ensure the effectiveness of inspection, examination and supervision activities as well as the legitimate rights and interests of agencies, organizations and individuals that are subjects of inspection, examination and supervision.
