Arranging accommodation and means of transport for officials, civil servants and public employees in the new administrative apparatus: More peace of mind to perform tasks well

Along with each citizen, cadres, civil servants, public employees (CB, CC, VC), workers are filled with joy, confidence and expectation for the development of Hai Phong city after the merger. In order for the new administrative apparatus to operate smoothly and effectively, supporting CB, CC, VC, and workers to travel long distances to work, to feel more secure and confident in completing their tasks well, many solutions to support travel and housing are being drastically implemented.

Maximum support

According to information from the Department of Home Affairs (Hai Duong province) implementing the merger of Hai Duong province with Hai Phong city, the Department specifically reviewed the list, number, and location of civil servants, public employees, employees in agencies and public service units of the province who registered to work directly in Hai Phong from July 1. Accordingly, 1,165 people moved to a new workplace in Hai Phong city. It is known that the center of Hai Duong city (where the headquarters of agencies, departments, and branches of Hai Duong province are located) is about 46 km from the Administrative - Political Center of Hai Phong city if traveling along National Highway 5 and nearly 65 km if traveling on the Hanoi - Hai Phong expressway. Travel time is more than 1 hour. With the above distance and travel time, going back and forth in a day is difficult for civil servants, public employees, employees.

Therefore, in order to support accommodation for civil servants, public employees, employees from Hai Duong to work at the new headquarters, from mid-April 2025, the City People's Committee proposed that Thai-Holding Joint Stock Company arrange more than 400 apartments in the social housing project at Lac Vien Warehouse 3 (No. 142 Le Lai Street, May Chai and Cau Tre Wards, Ngo Quyen District) for civil servants, public employees, employees of Hai Duong to rent for 2-3 years, basically solving the housing needs in the early period of merger.

For the case of civil servants, public employees, workers who need to travel back and forth during the day, previously, the Department of Construction of the two localities met and agreed with the transport business units to deploy a bus service connecting from the center of Hai Duong city to the North Song Cam Urban Area. Accordingly, there are 20 buses serving the travel of civil servants, public employees, workers every day. Along with that, 6 electric bus routes using socialized capital are built and expected to be put into operation after the merger is completed. Passenger trains from Hai Duong station to Thuong Ly station ( Hai Phong ), then there are buses for transportation are also considered feasible options.

To support civil servants, public employees, workers in local agencies and organizations working in Hai Phong city, on June 26, the 32nd session of the 17th Hai Duong Provincial People's Council passed a resolution on supporting 3.6 million VND for civil servants, public employees, workers in the locality. This amount is to support travel expenses (2.3 million VND/person) and monthly living expenses (1.3 million VND/person), from July 1 to December 31, 2025.

Accelerate infrastructure connectivity projects

According to the Department of Construction, in the long term, the implementation of investment projects and traffic connection axes between Hai Phong and Hai Duong is a fundamental solution, removing traffic infrastructure bottlenecks and expanding development space after the merger. This is a solution to reduce the load on existing traffic connections between the two localities such as National Highway 5, National Highway 17B, and Hanoi-Hai Phong Expressway. Based on the forecast of traffic volume after the merger as well as ensuring favorable connections and traffic safety, the Department of Construction of Hai Phong proposes new traffic routes and upgraded and renovated routes, including: building a National Highway 5 service road in Hai Duong province and Hai Phong city; upgrading and expanding the connecting route between the two localities via Dinh bridge; upgrading and expanding the connecting route on both sides via Quang Thanh bridge; Expanding the connection from Provincial Road 352, Thuy Nguyen City to National Highway 17B, Kinh Mon District via Han - Cam River (Kinh Thay River branch; investing in the connecting axis road from Ring Road 1 (Bui Thi Xuan Bridge approach road), Hai Duong City (Hai Duong Province) to the intersection between National Highway 10 and Nguyen Truong To Street, An Duong District; building a traffic connection route from Gia Binh Airport (Bac Ninh Province) to Lach Huyen Port. In addition to the new project, existing routes are expanded and upgraded, helping to shorten transportation time, reduce logistics costs, increase the ability to effectively exploit industrial parks, economic zones, and connect seaports.

To realize the above policy, recently, the People's Council of Hai Duong province approved the investment policy for the project to build a road connecting National Highway 17B (Hai Duong) with Provincial Road 352 (Hai Phong) from National Highway 17B to Kinh Thay River embankment, with a total investment of 786 billion VND from the budget to increase connectivity and shorten travel time for people. Thus, when the road is completed, travel between Hai Phong - Hai Duong (old) will be shortened.

Hai Phong City is one of the few localities in the country that has all five types of transportation: maritime, aviation, railway, road, and inland waterway. In particular, Hai Phong seaport is the main gateway to the sea for the whole North. It is expected that by 2030, the volume of goods passing through Hai Phong seaport will reach 175.4 to 215.5 million tons. Along with that, the Lao Cai - Hanoi - Hai Phong railway project is accelerating to complete procedures in time to start construction in December. The seamless traffic connection will certainly create a boost for the socio-economic development of Hai Phong city.
