On June 6th, at the Party Central Committee headquarters, General Secretary To Lam chaired a Politburo meeting to discuss the situation and progress of implementing resolutions and conclusions of the Central Committee and Politburo on the reorganization of the administrative apparatus and units. Also present were President Luong Cuong and National Assembly Chairman Tran Thanh Man.

After hearing the report from the representative of the Central Organizing Committee on the situation and progress of reorganizing the organizational structure and administrative units, and the opinions exchanged at the meeting, General Secretary To Lam directed the Central Organizing Committee to coordinate with the Central Party Office to incorporate the opinions, supplement and finalize the draft conclusion to inform Party committees and organizations at all levels for implementation.

General Secretary To Lam emphasized that the Politburo continues to unify the policy of rearranging provincial-level administrative units, while simultaneously implementing the consolidation and merger of commune-level administrative units; for localities that have made thorough and careful preparations, have completed personnel plans at the provincial and commune levels, and have ready infrastructure, equipment, and means to organize the apparatus to operate immediately and ensure smooth operation.

The Standing Committees of provincial and municipal Party Committees, especially their leaders, are tasked with proactively considering and deciding on the timeline for completing the reorganization of administrative units at all levels, and putting the newly established provincial and commune-level organizations, units, and agencies into operation. This could be implemented as early as July 1st, as directed by the Politburo and the Secretariat.

The Politburo unanimously agreed on the principle of assigning the Standing Committees of provincial and city Party Committees the responsibility for leading and directing the management of the total allocated staffing quota for 2025; implementing staff reduction and restructuring of the workforce of cadres, civil servants, and public employees in accordance with the Party's guidelines and regulations and the State's laws; proactively deciding on the transfer of staffing quotas between government, Party, and mass organization sectors in localities during the process of reorganizing the administrative apparatus at all levels, implementing the two-tier government model in accordance with the guidelines, ensuring that the total allocated staffing quota and the structure of cadres, civil servants, and public employees remain unchanged; promptly reporting the total number of transferred staffing quotas to the Central Organization Committee for compilation and monitoring; resolving all issues related to retirement benefits for cadres; and encouraging cadres who are still of working age to continue working.

General Secretary To Lam requested the Party Committee of the Government to urgently lead and direct the issuance of decrees on decentralization, delegation of power, delineation of authority, and guidance on the functions, tasks, and organizational structure of specialized agencies under the People's Committees at the provincial and commune levels, as well as other related documents, in accordance with the policies and conclusions of the Politburo and the Secretariat; for the time being, the number of organizations and the number of deputy heads of agencies and organizations should remain unchanged.

Specifically, the plan aims to unify the organization of specialized agencies at the commune level without mergers or consolidations, ensuring compliance with the plan approved at the 11th Plenum of the 13th Central Committee, in line with the regulations on the organizational structure of advisory and support agencies for commune, ward, and special zone Party committees as stipulated by the Party, and consistent with the functions, tasks, and authority of the new commune-level government. A roadmap for extending the use of non-specialized personnel will be studied to align with the timeline for reorganizing villages and residential areas before May 31, 2026.

Regarding the organization of training for newly appointed provincial and commune-level officials and civil servants, General Secretary To Lam assigned the Ho Chi Minh National Political Academy to take the lead, coordinating with the Party Committee of the Government, the Party Committee of the Vietnam Fatherland Front, the Central Propaganda and Mass Mobilization Department, and the Central Organization Department to unify the time, program, and content of the training conference, ensuring it is synchronized, effective, and economical.

General Secretary To Lam requested the National Assembly Party Committee to lead and direct the adoption of a resolution on amending and supplementing the 2013 Constitution; and related laws and resolutions on the organization and operation of National Assembly and People's Council delegations at all levels after the reorganization, so that localities and units have a basis for implementation in the coming period.

The provincial and municipal Party committees directly under the Central Committee are actively and urgently leading and directing the comprehensive and synchronized implementation of tasks as directed by the Politburo and the Secretariat; striving to complete the merger of provincial and commune levels as soon as possible so that the new apparatus can be put into operation ahead of schedule.

General Secretary To Lam emphasized the need to pay special attention to the proper placement and arrangement of cadres in accordance with the principles, requirements, and guidelines of higher levels, while also effectively carrying out political and ideological work, and implementing policies and regulations for affected cadres, preventing the emergence of complex internal issues. He directed a thorough review, compilation, and handover of all tasks during the transitional period, ensuring no responsibilities are overlooked and that the normal activities of citizens and businesses are not affected.
