Minister of Transport Nguyen Van Thang inspects the progress of the North-South Expressway

On the afternoon of January 21, the working delegation of the Ministry of Transport led by Comrade Nguyen Van Thang - Member of the Party Central Committee, Minister of Transport, inspected and directed the construction site of the North - South Expressway Investment Project in the East (phase 2017 - 2020) Dien Chau - Bai Vot section.

Also attending were comrade Nguyen Danh Huy - Deputy Minister of Transport. On the side of Nghe An province, there were comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee and representatives of departments, branches and sectors.

The North-South Expressway project through Nghe An province is about 87.84km long, including the Nghi Son - Dien Chau sub-project and the Dien Chau - Bai Vot sub-project, passing through Hoang Mai town and 5 districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen.

Of which, the Dien Chau - Bai Vot sub-project has a route length of 49.3km, passing through 4 districts: Dien Chau, Nghi Loc, Hung Nguyen, Nghe An province (44.46km) and Duc Tho district, Ha Tinh province (4.84km). The project has 4 construction packages, started on May 22, 2021, and is expected to be completed in May 2024.

Regarding the site clearance work, it has basically been completed. In Nghe An, there are still some problems such as the 110kV power line at the QL46B intersection has not been completed, the resettlement area for 8 households (2 households have not agreed to the compensation plan) under the power line corridor; Residential land of 5 households in the area of the N6 branch entry lane and an additional 4,000m2 ^of the QL46B intersection station management area, the locality is making a compensation plan.

Some locations from the bridge abutment cone lack the scope of the ground such as: the bridge abutment at the QL46B intersection (abutment A1), the QL46B overpass (abutments A1, A2), the QL46 overpass (abutments A1, A2). At Km 437+500 (Xuan Duong hill, Dien Phu commune, Dien Chau district), people prevented construction, the reason is that compensation for the impact of blasting has not been agreed upon.

By January 21, 2024, the total output value of the project reached about 68.6% of the contract (2.95% behind the 4th adjusted schedule).

Inspecting the actual situation at the site, Minister of Transport Nguyen Van Thang acknowledged the efforts of Nghe An and Ha Tinh provinces; contractors have overcome difficulties to focus on project construction in the recent past.

Comrade Nguyen Van Thang requested the People's Committees of Nghe An and Ha Tinh provinces to pay attention to removing obstacles in the remaining site of the project to hand over to the contractor for construction. Units focus all resources, mobilize maximum equipment, especially human resources to implement construction, especially the critical path items of the project; work "3 shifts, 4 shifts", through holidays and Tet to ensure progress.

Project Management Board 6 must directly and regularly inspect the site, meet with investors, project enterprises and related units to check the progress and quality of bid packages, ensuring project completion according to plan.

Currently, the project implementation time is about 4 months, with the remaining output of 2,698 billion VND, the project must reach an average of 674 billion VND per month (equivalent to 7.84% of the project contract value). Thus, contractors must focus more resources than in 2023, and work harder to meet the project schedule, especially Hoa Hiep Company Limited, which has about 1,218 billion VND, accounting for 45.14% of the remaining volume of the project.
