Minister of Agriculture and Rural Development Le Minh Hoan sent a congratulatory letter on the 79th anniversary of the Traditional Day of the Agricultural Sector.

On the occasion of the 79th anniversary of the Traditional Day of Vietnam's Agriculture and Rural Development Sector (November 14, 1945 - November 14, 2024), Minister of Agriculture and Rural Development Le Minh Hoan sent a congratulatory letter to all cadres, civil servants, public employees and workers in the agricultural sector, emphasizing that the agricultural sector is ready to enter a new era.

On April 11, 1946, in a letter to Vietnamese farmers, President Ho Chi Minh wrote: "Vietnam is an agricultural country. Our economy is based on agriculture. In the process of building the country, the Government relies on farmers, and relies largely on agriculture. If our farmers are rich, our country is rich. If our agriculture is prosperous, our country is prosperous."

On November 12, 2024, comrade Le Minh Hoan - Member of the Party Central Committee, Minister of Agriculture and Rural Development sent a congratulatory letter on the occasion of the 79th anniversary of the Traditional Day of Vietnam's Agriculture and Rural Development Sector (November 14, 1945 - November 14, 2024) to leaders, generations of cadres, civil servants, public employees and workers of the entire Agriculture and Rural Development sector.

In the letter, comrade Le Minh Hoan emphasized: "With the attention and direction of the Party and State; with the precious spirit of mutual love of the nation, the joint efforts and unanimity of the entire political system, of farmers, businesses and the collective of cadres, civil servants, public employees and workers in the whole industry; we have overcome difficulties to together promote agricultural production to develop both in scale and production level..."

"Proud of the glorious tradition of the past 79 years, I believe that the entire Agriculture and Rural Development sector will strive, be proactive, united and creative to join farmers, cooperatives, enterprises, industry associations... to continue to synchronously implement solutions of the Party, State and the sector to build "Ecological agriculture, modern countryside, civilized farmers" ready to enter a new era - the era of the country and people's rise.

Over the past 79 years, the agricultural sector has made miraculous strides, creating extremely impressive achievements. Before the renovation (1986), Vietnamese agriculture was fragmented, small-scale, and had low internal accumulation. On the one hand, production techniques were backward and heavily dependent on natural conditions; on the other hand, the centralized command management mechanism almost completely eliminated the market function. During this period, agriculture only met the need for survival, that is, to solve the hunger problem of the people. Agricultural products are commodities with low price elasticity, so it is difficult to reduce prices to stimulate demand. When agricultural products fall into a state of sharp price reduction, it also means that economic losses in agriculture increase and risks increase.

After the renovation, especially after the application of the contract policy, agriculture has changed, agricultural output has increased significantly. In the period from the implementation of the contract policy to 2021, agriculture has developed strongly, reflected in agricultural products meeting domestic and export demand. For many years, Vietnam has been in the top 3 largest rice exporting countries in the world. Other products, such as coffee, pepper, and seafood, also have important positions in the world market.

During the period 1995-2023, the export value of agricultural products increased the most from over 1.7 billion USD in 1995 to about 28.15 billion USD in 2023. The corresponding figures for aquatic products were 621 million USD and 9.2 billion USD. For forestry products, the corresponding figures were 154 million USD and 14.39 billion USD.

This shows that agricultural production has made great progress. However, Vietnamese agricultural products are still in a situation of "good harvest, low price" and agricultural products are heavily dependent on imports, so the surplus of agricultural products still occurs and needs to be rescued almost every year.

From a poor country with hungry people, Vietnam has risen to become one of the largest rice exporting countries in the world.

Many technical and non-technical measures stipulated in the commitments of free trade agreements require more investment in meeting these types of barriers. Regulations such as the yellow card for seafood exported to the European Union (IUU - illegal, unregulated and unreported fishing), self-defense measures, technical and sanitary standards requirements for fruit exports to China, Japan, the US, etc. or regulations on organic rice exported to the European Union (EU) further demonstrate the diversity of technical barriers and the addition of new technical barriers shows no signs of stopping. Fully and seriously meeting the import regulations of countries, although increasing export costs, the resulting export prices are higher and profits are satisfactory. The connection along the value chain also ensures the stability of the stages in the chain, completely eliminating the risk of chain breakdown. This is a way to contribute to reorganizing the value chain structure of the entire industry, thereby reallocating resources and promoting economic restructuring.

The above successes show that agricultural economic thinking creates the ability to form a modern agriculture, capable of industrial-scale production, high-quality agricultural products, high productivity and the ability to deeply develop the domestic market along with significantly expanding the foreign market.
