For many years, many public investment programs and projects in Thai Nguyen province have been assigned to commune and district authorities for implementation.

It is expected that from July 1, the new district and commune level organizations will come into operation. The programs and projects that the district and commune levels are implementing will be calculated and considered by Thai Nguyen province to achieve the highest efficiency.

The People's Committee of Thai Nguyen province is actively directing the district level to fully review projects and capital sources, especially projects managed by commune levels, propose plans for capital sources for payment for projects after transfer, especially capital sources from land use fees managed by the district level; develop plans to arrange and use staff of district-level project management boards.

Vice Chairman of the Thai Nguyen Provincial People's Committee Nguyen Linh said that we strongly direct that during the preparation period for organizing a two-level local government, districts, cities and communes in the area must not delay public investment programs and projects. In particular, we must prepare specific, detailed plans, decentralization, and authority so that when implementing a two-level local government, it can be transferred and implemented immediately so that programs and projects are not interrupted, wasted time, or wasted.

With the spirit of decentralization, delegation of authority, associated with responsibility, promoting the spirit of initiative, based on the scale and geographical location of the project, Thai Nguyen province plans to transfer to the commune level for management; large, specific, technically complex projects will be transferred to the province's specialized department for management.

According to Chairman of Phu Binh District People's Committee Le Thanh Son, recently, the works and projects invested by the district are being implemented on schedule, many works are ahead of schedule; project management and supervision staff closely follow the reality to ensure the quality of the works; at the same time, develop a plan to transfer documents, capital, human resources, etc. to the new investor when the district level ends its operations from July 1 so that the works and projects are not interrupted or delayed.

Thai Nguyen province identifies that public investment is an important resource for building infrastructure to promote socio -economic development, related to many other economic sectors, creating jobs for tens of thousands of people, so it needs to be managed and implemented effectively, especially during the preparation period for organizing a two-level local government and operating from July 1, so as not to interrupt, delay, or stagnate public investment programs and projects, striving to disburse 100% of the allocated capital by the end of the year.
