Suspend circulation and recall nationwide Hanayuki Conditioner product batch

The document clearly states that, to ensure safety and benefits for consumers, the Drug Administration of Vietnam announces: Suspending circulation and recalling nationwide the product batch Hanayuki Conditioner - 300 gram bottle; on the label are written: Receipt number of Declaration Form: 794/24/CBMP-DN, Batch number: 0010125, Manufacturing date: 050125, Production date: 040127, Organization responsible for bringing the product to market: VB Group Trading and Service Company Limited; EBC Group Company Limited (later converted to EBC Dong Nai Medical Factory Joint Stock Company) produced.

Reason for recall: The test sample contains 2-Phenoxyethanol, which is not included in the product formula that has been granted a Cosmetic Product Declaration Receipt Number.

The Drug Administration of Vietnam requires VB Group Trading and Service Company Limited and EBC Dong Nai Medical Factory Joint Stock Company to send a recall notice to the distribution and usage establishments of the above Hanayuki Conditioner product batch - 300 gram bottle; receive returned products from business and usage establishments and recall all product batches that do not meet regulations.

Temporarily suspend the production and trading of cosmetics for VB Group Trading and Service Company Limited and EBC Dong Nai Medical Factory Joint Stock Company. Reason for suspension: Of the 8 cosmetic product samples that VB Group Trading and Service Company Limited is responsible for bringing to the market, EBC Dong Nai Medical Factory Joint Stock Company, in addition to 5 samples that meet quality standards, there are 3 samples that violate quality (2 violating samples contain the ingredient 2-Phenoxyethanol, which is not included in the product formula that has been granted a receipt number for the Declaration Form, in which 1 sample also fails to meet the microbiological quality standards and 1 sample has a sun protection factor (SPF) much lower than the index stated on the product label).

Request VB Group Trading and Service Company Limited and EBC Dong Nai Medical Factory Joint Stock Company to urgently and strictly comply with the recall of cosmetic product batches that violate quality requirements as required in the Official Dispatches of the Department of Drug Administration; review the quality, labeling, and advertising of cosmetic products of all cosmetic batches that have been produced; only cosmetic product batches that meet the requirements are allowed to be circulated.

For cosmetic batches with unsatisfactory quality, labeling, and advertising results, it is necessary to promptly notify the distribution and usage establishments of the recall; report, explain, and provide complete records and documents related to the violating cosmetic batches according to the working requirements of the Department of Health and local authorities.

The Drug Administration Department requests the Department of Health of provinces and cities to notify businesses and cosmetic users in the area to immediately stop trading and using the above batch of Hanayuki Conditioner - 300 gram bottle and return it to the product supplier; recall the above batch of violating products; inspect and supervise units implementing this notice; handle violators according to current regulations. Widely inform about the violations of VB Group Trading and Service Company Limited and EBC Dong Nai Medical Factory Joint Stock Company so that businesses, distributors and users are careful and proactive in trading and using other batches of violating cosmetic products.

Request the Ho Chi Minh City Department of Health and the Dong Nai Department of Health to: Supervise VB Group Trading and Service Company Limited and EBC Dong Nai Medical Factory Joint Stock Company in recalling the Hanayuki Conditioner product batch - 300 gram bottle that does not meet the above regulations. Recall the Cosmetic Product Declaration Receipt Number 794/24/CBMP-DN according to the provisions at Point b, Clause 1, Article 46, Circular No. 06/2011/TT-BYT.
