Within the framework of the second Vietnam-Cambodia Border Defense Friendship Exchange Program, at noon on November 13, in Tay Ninh province, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense of Vietnam held talks with General Tea Seiha, Deputy Prime Minister, Minister of National Defense of the Kingdom of Cambodia.
At the meeting, the two Ministers acknowledged that the defense cooperation between the two countries has been deepened and substantive in recent times. Notable achievements include coordination in border management and protection, joint patrols, the fight against transnational crimes, the implementation of the twinning model of stations and stations, the twinning of residential pairs/clusters, and social security programs for people in border areas.
Vietnam - Cambodia defense cooperation increasingly becoming more substantial

General Phan Van Giang emphasized that following the success of the first Vietnam - Cambodia Border Defense Friendship Exchange in 2022, this exchange continues to affirm that it is an effective and unique cooperation model between the two countries, and at the same time is an activity of profound political significance, demonstrating the political determination of the Party, State, Army, ministries, branches, localities and especially the people and border protection forces of Vietnam - Cambodia in strengthening solidarity and friendship, promoting substantive cooperation, together building a border of peace , friendship, cooperation and development, for the prosperity of each country, contributing to peace, stability, cooperation and development in the region and the world.
For his part, General Tea Seiha expressed his pleasure to attend activities within the framework of the second Vietnam-Cambodia Border Defense Friendship Exchange in Tay Ninh province and congratulated Vietnam on successfully organizing important events in recent times.
General Tea Seiha thanked the Vietnamese Ministry of National Defense for its attention and support to the Cambodian Ministry of National Defense in recent times; and expressed his hope that the cooperation between the two countries' Ministries of National Defense will become increasingly stronger in the future. On this occasion, General Tea Seiha expressed his deep condolences for the losses caused by recent storms, floods, and natural disasters in Vietnam.

General Phan Van Giang and General Tea Seiha assessed that over the past time, the two countries' Ministries of National Defense have comprehensively and deeply grasped the policies and orientations agreed upon by the two countries' senior leaders, making military and defense cooperation between the two countries increasingly practical and effective, contributing to consolidating a peaceful and stable environment for development in each country.
Notably, the coordination has been enhanced in exchanging information and effectively advising senior leaders of the two countries on military and defense work; cooperation between border management and protection forces, military regions, border units, the Navy and Coast Guard of the two countries has been effectively implemented, such as organizing joint patrols, fighting against transnational crimes; models of twinning stations between border management and protection forces of the two countries, twinning residential pairs/clusters, and social security programs for people in the border areas of the two countries; cooperation in the political and ideological fields has been focused on implementation, propaganda, and education for the people and armies of the two countries, especially the young generation, about the history, tradition, significance, and importance of the Vietnam-Cambodia solidarity and friendship; cooperation in human resource training has been promoted, considering this a strategic issue for the relationship between the two countries and the two armies.

Strengthening the fight against transnational crimes
Regarding the direction of cooperation in the coming time, the two sides agreed to continue to consolidate and further tighten the solidarity and close relationship between the two countries and the two armies; increase the exchange of situations and effective consultation with senior leaders of the two countries on military and defense work; increase meetings and contacts at high and all levels, promote the effectiveness of existing cooperation mechanisms; strengthen exchanges between young leaders and young officers of the two armies; create breakthroughs in the quality of cooperation in human resource training; closely consult and support each other at multilateral mechanisms and forums in the region and internationally; promote cooperation between the three countries of Vietnam, Laos and Cambodia, including annual meetings between the three Ministers of Defense, joint exercises to prevent and combat non-traditional security challenges between the three armies.
The two sides agreed to closely coordinate in managing and protecting the land and sea borders; increase information exchange, situation, bilateral patrols, border and border marker protection, combat and combat transnational crimes, actively contribute to the work of demarcation and marker planting between the two countries; promptly coordinate, prevent, stop and appropriately handle issues arising at sea, treat fishermen humanely; request ministries, branches and localities to continue to coordinate with the two countries' armies in border cooperation and management; strengthen economic infrastructure connectivity, border clearance; create favorable conditions for people at the border to travel, trade and develop the economy in accordance with the laws of each country and the agreements between the two countries.

At the end of the talks, the Defense Ministers of Vietnam and Cambodia signed the 2026 Cooperation Plan; Memorandum of Understanding on enhancing cooperation in the field of human resource training and education; and Agreement on border cooperation.
The two Ministers also witnessed the signing of the Minutes of the Twinning Agreement between the Moc Bai International Border Guard Station (Vietnam) and the Ba Vet City Gendarmerie Command (Cambodia).
