Responding to the question of delegate Bo Thi Xuan Linh ( Binh Thuan ) about the current unemployment situation, Minister Dao Ngoc Dung confirmed that there has been a lack of jobs recently.
In 2021, the World Economic Forum ranked Vietnam in the top 5 in terms of unemployment rate. However, our unemployment rate has increased, but it is still low compared to the world. As of May 26, according to official statistics, the number of unemployed, furloughed, and underemployed due to order cuts and many other factors is about 506,000, of which 270,000 workers have lost their jobs.
" We believe that the above situation has several causes, including order cuts, production restructuring, changes in the workforce, and implementation of policy solutions under the Labor Code, " said Minister Dao Ngoc Dung.

Continuing to answer questions about the labor market from delegate Nguyen Thi Ha ( Bac Ninh ), the Minister of Labor, War Invalids and Social Affairs said that Vietnam's labor market is still young. However, in recent times, it has been formed and developed relatively quickly in terms of structure, scale and future development.
“Our skilled labor force is still low. The number of trained workers in various forms is over 70%, but the number with certificates is 26.4%. Our labor force is not too low, but it is low compared to developed countries. Therefore, this is an issue that needs attention,” the Minister informed.
According to Mr. Dung, our labor force structure is unbalanced, especially for workers with college and intermediate degrees and low skills. This is an issue that needs to be adjusted in the coming time.
Meanwhile, current investors often focus on high-quality human resources. Therefore, the Government has recently issued Resolution 06 with criteria for the Vietnamese labor market to catch up with the general trend.
Regarding the question of vocational education, Minister Dao Ngoc Dung identified this as a level in the national education system. The Government has completed the entire structure. This is a level connecting general education with university education.
Currently, the enrollment scale is 2 million students, vocational students, an average of 500,000 people/year. Of which, 25% are secondary school students; while college students used to be only 10-15%, recently they have accounted for 26%.

Vocational education needs to be concerned with both scale and quality and continued innovation and improvement. Currently, there are not many policies and regimes to facilitate students entering vocational schools. The Minister summarized the issues that need innovation in vocational education. The first is to promote propaganda and change social awareness.
Currently, the majority of students entering vocational schools do so because they do not have the need or have difficulty in continuing their education; some are from poor families who want their children to study for a short time and have a job right away; some are due to their own needs. Currently, we have policies to encourage ethnic minority students to study vocational training, while others receive free high-quality training.
Along with that, there are many solutions to connect businesses to create jobs for students. Currently, 85% of students have jobs after graduation.
"We continue to implement a number of solutions to attract children to vocational schools. The important thing is to create support for parents and children; to have stable jobs after graduation; and to have the need to continue studying after graduation," said Minister Dao Ngoc Dung.
