Delegates hope to soon end the 'horrifying exam' for grade 10

Speaking at the National Assembly debate this morning (June 20), delegate Nguyen Cong Long ( Dong Nai Delegation) said that "many policies that are being implemented need to be reviewed". For example, the 2024 streaming policy sets a target of 40% of junior high school graduates going to vocational training. Because of this rate, many students' dreams of going to grade 10 in public high schools are facing difficulties because they cannot secure a school due to the streaming policy.

In the digital age, with the need to improve the quality of human resources, Mr. Long emphasized that we cannot have high-quality human resources based on the foundation of students with a junior high school education level. He emphasized that the current streaming policy is ineffective. For many years, parents have wanted their children to finish high school, so we must use the high school foundation to stream, not the current streaming.

"The desire to end the terrifying exam of millions of students and parents every summer, which is the 10th grade entrance exam," Mr. Long raised the issue.

Minister of Education and Training Nguyen Kim Son admitted that the 40-60 ratio, in which 40% of students finishing junior high school go to vocational schools and the rest go to high school, is a rigid division that lacks both scientific and practical basis.

This regulation is stated in Decision 522 issued by the Ministry of Education and Training . Minister Son said that at this time, a document is needed to replace the above decision. The Ministry is proposing a replacement decree in the direction that career guidance must be substantial and voluntary to ensure that students who wish to study at high school level, which many countries have universalized, and not take junior high school as the standard. Even vocational training, the world's vocational level is much higher.

The Ministry is proposing to amend three laws, including the Law on Education, the Law on Vocational Education and the Law on Higher Education, which includes a very important content: creating a system of interconnection between general education, vocational training and universities in a synchronous and smooth manner so that the internal stream is voluntary, meeting the requirements of the new period.

Also in the question and answer session this morning, delegate Lam Thanh asked the Minister of Education and Training to inform about how the second class session will be organized at schools in the near future.

According to Minister Nguyen Kim Son, organizing a second session at primary level is easier and schools have already implemented it. However, the conditions for organizing two sessions per day at secondary and high school levels are still difficult, in the context of many schools in large urban areas, with inadequate and weak facilities.

However, implementing the direction of the General Secretary and Prime Minister, Minister Son informed that from the new school year (September 2025), cities and schools will focus on maximum conditions, based on actual local conditions, to organize the second class, and will not charge any fees. This class will teach subjects for comprehensive development of students, such as foreign languages, life skills, self-study, and teamwork.

The head of the education sector identified many difficulties in organizing the second session, but it is necessary and should be done. The Ministry is preparing the program and instructions, and localities will proactively organize according to the actual situation of the schools.
