Minister Nguyen Chi Dung: Nghe An needs effective solutions to mobilize resources and create momentum for development.

At the Conference on the Dissemination and Implementation of Resolution No. 39 of the Politburo, Comrade Nguyen Chi Dung - Minister of Planning and Investment - presented a paper on tasks and solutions for the socio-economic development of Nghe An province in accordance with the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo.

According to the Minister of Planning and Investment, Nghe An has an extremely important strategic location, playing the role of a growth pole, a center of the North Central region, and also an important bridge in the North-South and East-West economic corridors. The development policies and strategies over the past period have clearly defined the important role of Nghe An province.

Over the past period, the Party and State have issued and directed the effective implementation of many policies and guidelines to develop and fully utilize the potential and advantages, creating momentum for the development of Nghe An province. In 2013, the Politburo issued Resolution No. 26 on the direction and tasks for the development of Nghe An province until 2020.

Over the 10 years since the implementation of Resolution No. 26, the Politburo directed a review and evaluation of its implementation and subsequently issued Resolution No. 39. This is an extremely important resolution, serving as both a guideline and a set of new viewpoints, goals, visions, tasks, and solutions, as well as a foundation for the province's development in the new phase. It demonstrates the profound concern of the Party and the State for Nghe An province, especially in the context of the complex and unpredictable developments both domestically and internationally.

Regarding outstanding achievements, thanks to the efforts of the Party Committee, Government, and people of Nghe An, and the support of the Central Government, Nghe An has achieved many important accomplishments and results in socio-economic development, ensuring national defense and security, and building the Party and political system.

However, the province still faces many difficulties and challenges. The quality of economic growth remains low, the province is not yet self-sufficient in its budget, economic restructuring is slow, and socio-economic infrastructure does not yet meet development requirements. The development gap between the western and eastern districts continues to widen. A segment of the population in the western region still faces many difficulties. Regional linkages are limited, and the potential and advantages of the region's development have not been fully utilized.

To implement Resolution No. 39 and achieve the goals by 2030, with a vision to 2045, it is necessary to focus on seriously implementing the 5 viewpoints and 9 groups of tasks and solutions outlined in Resolution 39. It is also necessary to research, develop, and implement specific policies for Nghe An province.

On the other hand, it is necessary to actively implement Resolution No. 36 of the National Assembly, and at the same time, urgently research and supplement new mechanisms and policies in sectors such as investment, finance, decentralization, management... for the development of key infrastructure such as airports, seaports, industrial parks, and socio-economic infrastructure in the Western region.

The organization should immediately announce and implement Decision No. 1059 of 2023 of the Prime Minister approving the Provincial Planning for the period 2021-2030, with a vision to 2050; maximize the exploitation of potentials and advantages, while transforming difficulties and challenges into development opportunities.

These plans provide direction for specific sectors and industries in the coming period; they allocate development space and resources, creating new spaces, driving forces, and values ​​for the province.

Taking people as the center, subject, resource, and goal of development; developing harmoniously and closely linking economy and culture; achieving social justice, in which culture is the spiritual foundation and endogenous resource; emphasizing innovation in development thinking, with innovation as the focus and driving force for development.

Focus on developing two main growth drivers: the expansion of Vinh City and the expansion of the Southeast Economic Zone. Develop the western region sustainably, improve the lives of the people, and develop a connected transportation system within the region and with other areas.

Implement three strategic breakthroughs: perfecting institutions and policies; building and creating breakthroughs in infrastructure development; and comprehensively developing human resources, science and technology, innovation, and creativity, while promoting the cultural values ​​of the people of Nghe An province.

Focus on five key sectors: Developing key industries, manufacturing and processing industries, and supporting industries; Developing high-quality trade, services, education, training, and healthcare; Developing three main types of tourism: cultural and historical tourism; resort and entertainment tourism; and eco-tourism, adventure tourism, and community-based tourism; Developing high-tech, high-efficiency agriculture; and Developing the marine economy while ensuring national defense and security.

Effective solutions are needed to mobilize resources, create momentum for development, review and update project portfolios to attract investment suitable to new conditions, meet development needs, especially attracting key projects to dynamic economic zones, exploiting the advantages of economic zones and seaports to develop economic corridors and regional connectivity, and continue to significantly improve the investment environment, administrative procedures, and human resources.

Developing a comprehensive infrastructure system that improves infrastructure quality, especially road transport infrastructure, including expressways, key national highways, and transportation bottlenecks; investing in digital infrastructure; upgrading urban infrastructure, economic zones, industrial parks, and social housing; connecting labor markets; improving the environment; preventing and mitigating natural disasters; and adapting to climate change, thereby reducing social costs, enhancing competitiveness, and promoting socio-economic development.

Attracting foreign direct investment (FDI) will focus on four major directions: quality, efficiency, sustainable development, and commitment to technology transfer and highly skilled labor; continuing to restructure and improve the efficiency of public investment in a focused and targeted manner, using public investment to lead private investment; investing in key, inter-regional projects with spillover effects; and promoting investment in industrial parks and economic zones, focusing on VSIP, WHA, Hoang Mai, and Dong Hoi industrial parks to attract selective projects that meet criteria of large scale, high technology, and efficient land and energy use.

Emphasis is placed on linking development with localities to achieve synchronous and sustainable development; strengthening regional cooperation and development, developing the South Thanh Hoa - North Nghe An region in conjunction with the Nghi Son Economic Zone and key industries there; developing the South Nghe An - North Ha Tinh region, especially in tourism, services, and urban development; actively coordinating closely with Ho Chi Minh City, Hanoi, and other localities according to signed cooperation agreements, and expanding cooperative relations with other localities both domestically and internationally.

Focus resources on forming and developing four economic corridors: the coastal economic corridor, linked to National Highway 1, the North-South expressway, the coastal road, the North-South railway, and the sea route; the Ho Chi Minh Highway economic corridor; the National Highway 7 economic corridor; and the National Highway 48A economic corridor, with particular attention paid to developing the coastal economic corridor and transportation routes.

Coordinate closely and effectively with localities in the North Central and Central Coastal regions in the development and implementation of the regional plan.
