Minister Nguyen Van Thang explains the adjustment of total investment capital in projects

Continuing to answer questions about the transport sector at the National Assembly hall on the morning of November 7 , Minister of Transport Nguyen Van Thang pointed out two main reasons why many projects currently have to adjust their total investment.

Accordingly, one is related to the change in compensation price during the survey and actual implementation. Second, it is related to the design consultation process, inaccurate survey, especially in areas with weak geology. Meanwhile, if the survey is not careful and cautious, it can lead to differences in the construction implementation process later.

In fact, since the Law on Public Investment was enacted, the situation of having to adjust the total investment for transport infrastructure investment projects has been fundamentally overcome. Currently, there are only 3 projects in the Mekong Delta region with high total investment increases: Rach Mieu 2 Bridge project, My An - Cao Lanh Expressway project, An Huu - Cao Lanh Expressway project.

For these projects, the Ministry of Transport has advised the Government to issue a directive requiring units to improve their responsibilities and ensure the quality of construction investment consultancy. Accordingly, the quality of survey and design, especially geological survey of mines, material mines, and waste dumps, investigation and clarification of land areas, as well as agreement with localities on unit prices, compensation costs, and site clearance so as not to increase the total investment.

In addition, units strengthen inspection and strictly manage construction, production and investment norms and strictly inspect the capacity of design survey units.

According to Minister Nguyen Van Thang, the Ministry of Transport has been very strict in this regard in the recent past. The investigation and survey work of the consulting unit has also been improved.

Regarding localities, the Ministry of Transport recommends that they regularly monitor and closely follow market developments to promptly update and publish prices of construction materials as well as price indexes to ensure they are consistent with the actual situation.

According to statistics, in the medium term of 2021-2025, the Ministry of Transport was assigned 64 projects with a total budget of 300 trillion VND. To date, the ministry has approved 60 projects and is implementing them. Basically, the projects are relatively good, with no increase in total investment, if any, very little.

Evaluating the Minister of Transport's response to questions, on the sidelines of the National Assembly session this morning, delegate Le Huu Tri (Khanh Hoa delegation) said that Minister Nguyen Van Thang answered each issue very clearly and in each issue, he also mentioned what the industry has done, is doing and some issues that still need time to issue mechanisms and policies to implement in order to meet practical requirements as well as the expectations of voters.

Among them, there are some issues such as traffic design, highway traffic speed and other issues that require standards, regulations or implementation mechanisms and policies. The Minister has also taken responsibility to continue advising the Government to issue mechanisms and policies to resolve these shortcomings and challenges.

Previously, regarding the question related to speed on highways in general and the goal of reducing traffic pressure, Minister Nguyen Van Thang said that since the beginning of 2023, the Ministry of Transport has conducted research to review whether the standards are suitable for reality or not, and the research results show that routes with a speed limit of 80 km/h can be increased to 90 km/h.

“The Ministry of Transport has adjusted highway design standards and is expected to change the maximum speed limit in the first quarter of 2024,” Minister Nguyen Van Thang affirmed.

Currently, Vietnam has highway design standards with 4 speed limits of 120 - 100 - 80 - 60 km/h. Many routes, if invested in synchronously and completely according to the planning, can run at a maximum of 120 km/h, such as Ha Long - Mong Cai and Hanoi - Hai Phong.

However, some voters have reported that many completed and operational highways only allow a maximum speed of 80 km/h, which has not optimally reduced transportation and travel time.

The Ministry of Transport also seriously considers responsibilities, directs relevant authorities and ministries to inspect, examine, handle responsibilities and punish contractors, project management boards, investors, and appraisal agencies to review and consider responsibilities, especially strictly punish consulting units.
