In his opening remarks, General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense , said that 80 years ago, right after the Democratic Republic of Vietnam was born, in response to the requirements of the revolutionary cause, on September 7, 1945, President Ho Chi Minh directed the establishment of the General Staff. He pointed out: "The General Staff is a confidential military advisory agency of the organization, an important agency of the Army, with the tasks of: organizing and training the Army well; organizing to grasp the enemy and ourselves clearly; devising clever strategies; organizing smooth, secret, quick, timely, and accurate command to defeat all enemies and protect the revolution."

Over the past 80 years, the General Staff has overcome all difficulties and challenges, constantly strived, matured, and excellently performed the functions and tasks of a strategic advisory body for the Party, State, Central Military Commission, and Ministry of National Defense on military and defense tasks; directed and commanded the army and people of the whole country to fight, and achieved many glorious victories.

General Nguyen Tan Cuong emphasized that the General Staff, together with the entire Party, the entire army and the entire people, defeated all invaders, reactionary lackeys and hostile forces, firmly protected the independence, sovereignty and unity of the country and excellently fulfilled the noble international mission. At the same time, it made great contributions to the cause of building the army, consolidating and strengthening national defense and security, implementing the country's industrialization, modernization and international integration...

In his speech, General Phan Van Giang, Minister of National Defense, said that the General Staff was established when the country had just declared independence, but was facing a "precarious" situation, requiring the General Staff to step by step consolidate its organization, supplement its forces, and perfect the functions and tasks of the strategic staff agency.

The Minister of Defense mentioned the role of the General Staff in the two resistance wars against France and the US and after the country's reunification.

The General Staff has focused on researching and advising the Central Military Commission and the Ministry of National Defense to plan military and defense policies; at the same time, directing and organizing appropriate adjustments to strategic deployment; proposing to build an all-people national defense, associated with people's security to protect the Fatherland...

Propose a plan to consolidate and develop the armed forces according to the viewpoint of people's war and all-people national defense, combining economic development with strengthening national defense and security, contributing to the fight against and defeating the multi-faceted destructive war of hostile forces.

In the cause of innovation, industrialization, modernization of the country and international integration, the General Staff has focused on doing well the work of researching, forecasting the situation, advising and directly directing the building of the Vietnam People's Army to be "revolutionary, disciplined, elite, and gradually modern", building a strong reserve force, and a strong and widespread militia and self-defense force.

Build and consolidate the all-people national defense, the all-people national defense posture associated with the people's security, the people's security posture and the solid "people's hearts posture". Direct the entire army to strictly maintain combat readiness, grasp the situation in the airspace, sea, border, inland and cyberspace, and not be passive or surprised in any situation.

Timely propose to the Central Military Commission and the Ministry of National Defense to properly handle complex situations regarding national defense and security; proactively study and propose to supplement and adjust combat plans and determination; consolidate and strengthen the defense posture in strategic regions and areas; adjust the organization and staffing of the Army to be "elite, compact, and strong".

Actively coordinate and propose to central and local departments, ministries and branches to deploy many measures to effectively implement the Party's policies and the Government's decisions on military and national defense; organize force building and training of soldiers to improve combat readiness; proactively prevent and effectively respond to non-traditional security issues...

General Phan Van Giang affirmed that with its strategic talent and creativity in military art, especially the art of understanding the enemy, commanding and coordinating strategic operations, the General Staff has greatly contributed to the resounding victories of the Vietnamese Army and revolution.

Opening the workshop, Minister Phan Van Giang proposed to discuss and clarify new issues for the General Staff in strategic consultation with the Central Military Commission and the Ministry of National Defense on military and defense tasks; building a revolutionary, regular, elite, and modern army; a strong and widespread militia and self-defense force; a strong reserve force; improving the quality of training, education and training, and combat readiness; proactively preventing, stopping, repelling and successfully dealing with all situations, defeating all forms of enemy invasion (if they occur).

Advise on building local military agencies and defense zones, military zone and national defense postures suitable for the revolution of arranging and organizing the apparatus of the political system "streamlined - compact - strong - effective - efficient - effective" and implementing a 2-level local government.
