The army mobilized maximum forces and means to support people in overcoming the consequences of storm No. 10.

On October 3, Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army, signed Official Dispatch No. 5681/CD-TM on urgently overcoming the consequences of storm No. 10 and post-storm floods.

Storm No. 10 and the floods after the storm have caused extremely heavy damage to people's lives and property in the Northern and North Central provinces, greatly affecting production, business activities and people's lives, threatening to affect the socio-economic growth of many localities and the whole country in 2025. Facing the risk of continued impact of storms, floods and the expectation that in the coming days, storm Matmo will enter the East Sea, potentially directly affecting our mainland, implementing the Prime Minister's Official Dispatch No. 185/CD-TTg dated October 2, 2025 on urgently overcoming the consequences of storm No. 10 and the floods after the storm, the General Staff requests agencies and units to continue to thoroughly grasp and strictly implement the direction of the Standing Secretariat and the Official Dispatches of the Prime Minister, the Ministry of National Defense , and the General Staff on proactively responding to and overcoming the consequences of storm No. 10 and floods.

The Commands of Military Regions 1, 2, 3, and 4 direct the Military Commands of the provinces and units under their control to proactively coordinate closely with local Party committees, authorities, and other forces to mobilize maximum forces and means to support people in repairing houses and essential infrastructure, first of all, health care, education, electricity, water, telecommunications, and transportation, especially the traffic routes that are still cut off in the provinces of Thanh Hoa, Nghe An, Lao Cai, Tuyen Quang, and Cao Bang, to be completed before October 5, 2025; absolutely do not let students in areas devastated by storms and floods lack schools or classes, do not let people lack housing, lack food, lack clothes, or lack medical treatment when they are sick.

The General Staff requested the Air Defense - Air Force Service and the 18th Army Corps to be ready to conduct search and rescue flights, transport food, provisions... to reach isolated areas and flooded areas when ordered.

In addition, the Border Guard Command directed provincial border guards to closely coordinate with other forces, mobilize forces and means to urgently search for missing people, overcome the consequences of natural disasters, closely monitor the developments of storm Matmo, and promptly notify ship owners, captains and fishermen to take shelter from the storm.

The army corps, army groups, and arms are ready with forces and means to proactively coordinate with local Party committees and authorities to overcome the consequences of natural disasters when requested. The units organize implementation and report to the General Staff through the Ministry's Command and the Department of Rescue and Relief for the General Staff to monitor and direct.
