
On the morning of June 18, continuing the program of the 9th Session of the 15th National Assembly, at the discussion session on socio -economics and the State budget, Minister of Health Dao Hong Lan explained and clarified a number of opinions of interest to National Assembly deputies.
Minister Dao Hong Lan said that recently, the health sector has organized a preliminary review of the implementation of Resolution No. 20 and Resolution No. 21. Based on the assessment of 7 years of implementing the above two resolutions, the achievements and shortcomings, challenges and problems that need to be focused on are clearly stated.
According to the Minister, in order to continue improving the quality of services and medical examination and treatment, restoring the medical examination and treatment system and protecting and taking care of people's health, the health sector has implemented many synchronous solutions. In particular, the completion of legal institutions and the removal of difficulties and obstacles have received special attention.
The Minister said: "We have clearly identified the contents that need to be prioritized and focused on solving immediately, in order to remove bottlenecks and restore the medical examination and treatment system after being affected by the Covid-19 pandemic. Recently, regulations and policies related to medical examination and treatment such as the Law on Medical Examination and Treatment (2023), the Law on Health Insurance (2024), and the Law on Pharmacy (2024) have been given priority for consideration. In addition, regulations on bidding and procurement of medical equipment, supplies, and medicines have also been included in the Law on Bidding (amended). These institutional "bottlenecks" need to be removed soon."
Referring to the issue of improving the quality of medical examination and treatment, the head of the health sector said: This is one of the important contents that the health sector has identified as a top priority. "Currently, there is a difference in technical expertise between regions, between upper and lower levels, this is one of the reasons for overload in upper-level hospitals," the Minister shared.
The Ministry has also had many consulting solutions to reduce the load on upper-level hospitals and improve the quality of lower-level hospitals. At the same time, it has reviewed, regulated, and implemented procedures for the application of information technology and digital transformation to reduce people's waiting time; registered for medical examination and treatment online; organized remote medical examination and treatment; strengthened the direction of the central level to lower-level hospitals; strengthened equipment and facilities..."
The Minister of Health added: In the discussion session yesterday afternoon (June 17), National Assembly delegates from Quang Ninh province raised the overload situation at the Central K Hospital."
“We see that in the past 2 years, the hospital has also tried very hard, with the support of the ministry, up to now, 3 facilities of K Hospital have been put into operation. Of which, K Hospital and Quan Su facilities are very spacious and clean. Regarding equipment, in the past 2 years, the hospital has also invested more than 1,500 billion VND, including sources from the State budget, international cooperation, and the hospital's career development fund. From now until the end of the year, machinery will also be enhanced to serve the needs of patients.”

In addition, the Ministry is also focusing on reviewing and implementing to put the second facilities of the hospitals that have been backlogged in the recent past into operation (Bach Mai Hospital, Facility 2, Viet Duc Hospital, Facility 2) which is being actively implemented to complete the backlog of work from now until the end of the year.
On the other hand, the direction of the lower level continues to be focused on: For example: University of Medicine and Pharmacy Hospital has established a sister hospital with lower level hospitals to improve the quality of medical examination and treatment for lower level hospitals, thereby helping people to use high-quality medical examination and treatment services right at the lower level; increasing remote consultation, examination and treatment; strengthening international cooperation; improving the quality of human resources; and applying high-quality science and technology have been implemented very drastically.
According to Minister Dao Hong Lan, these contents contribute to improving the quality of medical examination and treatment at all professional levels from central to local levels.
