"The Four Pillars" and the aspiration for the nation to take off.

Despite facing numerous difficulties and challenges, the Government, along with ministries, departments, and localities, are demonstrating relentless efforts to achieve growth targets.

With the issuance of strategic and groundbreaking mechanisms and policies, most notably the "four pillars" of Politburo resolutions on perfecting the legal framework, developing science and technology, innovation, international integration, and developing the private economy, many opportunities have been opened up and aspirations have been nurtured to propel the country forward in the new era.

1. The first few months of 2025 have seen many impressive growth indicators. The most notable figure is the estimated GDP growth of 6.93% in the first quarter of 2025, the highest compared to the same period in 2020-2025. State budget revenue in the first four months reached over VND 944,000 billion, equivalent to 48% of the annual forecast and an increase of over 26%; total import and export turnover is estimated at over USD 275 billion, an increase of 15%. Notably, realized foreign direct investment reached over USD 6.7 billion, the highest in the 2020-2025 period, showing that Vietnam continues to be an attractive destination for international investors.

In particular, in response to the US announcement of new tariff policies, we have remained calm, resolute, and proactive in implementing a comprehensive set of timely, flexible, and appropriate countermeasures, achieving positive initial results. Currently, following the directives of the Politburo and General Secretary To Lam , the Government and the Prime Minister are closely directing relevant agencies to monitor the situation, urgently finalize plans, and prepare for negotiations with the US in the spirit of "harmonious interests - shared risks."

Along with focusing on economic growth, social welfare is also given attention. Notably, the nationwide movement to eliminate temporary and dilapidated houses has spread strongly, and efforts are being made to essentially complete this meaningful task this year. In addition, resources are being allocated to implement free tuition for preschool and primary school students starting from the 2025-2026 school year; and the quality of healthcare services is being continuously improved, shifting from examination and treatment to comprehensive healthcare for the people, aiming for free hospital services for all citizens...

Despite achieving very positive results, it is clear that to realize the target of over 8% growth this year and create momentum for double-digit growth in the coming years, we must not be complacent. We still face numerous severe challenges, especially the need to respond to unpredictable external changes and the enormous workload ahead. This reality demands that all ministries, sectors, and localities resolutely implement the goals and tasks at the highest level, even investing significantly more effort and intellect than before. In other words, each individual, agency, and unit needs to work with double or triple the current productivity to achieve the economic growth target as well as other social welfare issues.

2. We all understand that achieving a growth target of 8% or more in 2025 is essential to lay a solid foundation for reaching double-digit growth in the following years. Figuratively speaking, this year's economic growth is the "gateway" to an era of strong growth leading to wealth and prosperity for the country.

Demonstrating a very high level of political determination to usher the country into a new era, and alongside the revolution to streamline and reorganize the apparatus which is nearing completion, the Politburo has recently issued four particularly important resolutions: Resolution No. 57-NQ/TƯ on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 59-NQ/TƯ on international integration; Resolution No. 66-NQ/TƯ on reforming the work of lawmaking and enforcement; and Resolution No. 68-NQ/TƯ on the development of the private economy. These four resolutions are the "four pillars," reflecting strategic thinking, a spirit of reform, and aspiration for development, helping our country "take off" from 2025 – a pivotal year opening the era of national progress.

The four "pillar" policies, which form the foundation of the country's new development model, will be implemented in the spirit of: innovating the process of lawmaking and enforcement to meet the requirements of national development in the new era; creating real breakthroughs in science, technology, innovation, and digital transformation; accelerating comprehensive, proactive, and effective international integration; and developing a substantive private sector that becomes the most important driving force of the national economy.

Emphasizing that the four major resolutions of the Politburo have together created a unified whole in strategic thinking and action for national development in the new era, General Secretary To Lam affirmed: The common breakthrough point of all four resolutions is a new development mindset: from "management" to "service," from "protection" to "creative competition," from "passive integration" to "active integration," and from "decentralized reform" to "comprehensive, synchronized, and profound breakthrough."

The rapid and decisive movement is reflected in the "running and queuing" spirit from the Central Party Committee to the National Assembly, the Government, and ministries, departments, and localities. Notably, during these days, at the ninth session, the National Assembly has been actively discussing and providing substantive feedback on draft laws and resolutions to urgently institutionalize the Party's policies on private sector development, science, technology, innovation, and digital transformation...

In particular, with the urgent need for immediate implementation in 2025, the National Assembly has passed Resolution No. 197/2025/QH15 on "Some special mechanisms and policies to create breakthroughs in the construction and organization of law enforcement," and Resolution No. 198/2025/QH15 on "Some special mechanisms and policies for the development of the private economy"; allocated budget to implement the policy of tuition fee exemption for preschool and primary education; and allocated 3% of the total state budget expenditure in 2025 for science, technology, innovation, and digital transformation... In the near future, the Law on Science, Technology and Innovation; the Law amending and supplementing several articles of the Enterprise Law... with many new and groundbreaking points will also be passed, expected to be important legal bases to promote socio-economic development.

A noteworthy common point is that many mechanisms and policies passed by the National Assembly at this ninth session will take effect in 2025. This indicates that the path from policy formulation to practical implementation has been shortened, creating a ripple effect and impact on the socio-economic life of the country. We believe that with a comprehensive, specific, easy-to-understand, and easy-to-apply system of policies and laws, it will be a catalyst to overcome difficulties and challenges, gradually realizing growth targets in 2025 and subsequent years.

This high expectation is creating an atmosphere of excitement among the public, especially the business community, as the private sector is placed in the position of a "pillar," the most important driving force of the national economy. Sharing his feelings about Resolution No. 68-NQ/TƯ at the National Conference on the implementation of Resolution No. 66-NQ/TƯ on reforming the work of building and enforcing laws to meet the requirements of national development in the new era and Resolution No. 68-NQ/TƯ on the development of the private sector on May 18th, the Chairman of the Board of Directors of Geleximco Group, Vu Van Tien, said: "We see this as a comprehensive revolution, liberating the private sector, like rain after a drought, something that our private businesses have been waiting for for many years."

The heartfelt words of businessman Vu Van Tien surely represent a great hope for the business community. Along with the three "pillars" of institutional reform, innovation and digital transformation, and international integration, the private sector is demonstrating its crucial role in achieving Vietnam's growth targets this year and for many years to come. Evidence of this is the significant contribution this sector has made to GDP, creating jobs and increasing labor productivity. This is clearly demonstrated by Resolution No. 68-NQ/TƯ, which sets the goal of having two million businesses operating in the economy by 2030, with at least 20 large enterprises participating in global value chains. The private sector is projected to grow at an average rate of 10-12% per year, higher than the national economic growth rate, contributing approximately 55-58% of the country's GDP.

Politburo member and Prime Minister Pham Minh Chinh, who has always been deeply concerned about the development of the private economy, emphasized the requirement: “Enhance the State's role in creating and leading, strengthen leadership, guidance, and management capacity, build institutions and organize implementation, have breakthrough mechanisms and policies, eliminate all barriers and the mindset of 'if you can't manage it, ban it' to develop the private economy, and at the same time promote cooperation between the State and the private sector. Developing the private economy is the inevitable path to unlock all potential, mobilize the people's strength, and promote innovation and integration.”

Ultimately, the factors necessary for the country's rapid and sustainable development in the coming period are gradually being addressed and perfected. Now, the efforts and endeavors of every citizen, business, and agency, unit, and locality are crucial to realizing the growth targets and improving the material and spiritual lives of the people.
