With a system of strategic and breakthrough mechanisms and policies issued, notably the "four pillars" of the Politburo 's resolutions on perfecting legal institutions, developing science and technology, innovation, international integration and developing the private economy, many opportunities have been opened up as well as nurturing the aspiration to take off the country in the new era.

1. The first months of 2025 have recorded many impressive growth indicators. Currently, implementing the direction of the Politburo and General Secretary To Lam , the Government and the Prime Minister have been closely directing relevant agencies to monitor the situation, urgently complete plans, and be ready to negotiate with the United States in the spirit of "harmonized benefits - shared risks".
Along with focusing on economic growth, social security work is also being taken care of. Notably, the emulation movement to join hands to eliminate temporary and dilapidated houses has spread strongly across the country and strives to basically complete this meaningful task this year. Along with that, resources are being allocated to exempt tuition fees for preschool and primary school students from the 2025-2026 school year; constantly improving the quality of medical services, shifting from medical examination and treatment to public health care, towards the goal of exempting hospital fees for all people...
Although the results have been very positive, it is clear that in order to realize the growth target of over 8% this year, creating momentum for double-digit growth in the coming years, we must not be complacent, because we still have to face countless severe challenges ahead, especially the need to respond to unpredictable external fluctuations and a huge amount of work. This reality requires all ministries, branches and localities to be determined to implement the goals and tasks at the highest level, even investing many times more effort and intelligence than before. In other words, each individual, agency and unit needs to work with double or triple the current productivity to be able to achieve the economic growth target as well as other social security issues.
2. We all understand that achieving a growth target of 8% or more in 2025 is the only way to create a solid foundation for reaching double-digit growth in the coming years. Figuratively speaking, this year's economic growth is the "door" that opens an era of strong growth towards wealth and prosperity for the country.
Demonstrating a very high political determination to bring the country into a new era, along with the revolution of streamlining and streamlining the apparatus that is about to reach the finish line, recently, the Politburo has issued 4 particularly important resolutions: Resolution No. 57-NQ/TU on breakthroughs in science and technology development, innovation and national digital transformation, Resolution No. 59-NQ/TU on international integration, Resolution No. 66-NQ/TU on innovation in law-making and enforcement, Resolution No. 68-NQ/TU on private economic development. The 4 resolutions are the "four pillars", demonstrating strategic thinking, reform spirit and development aspirations, helping our country "take off" from 2025 - the pivotal year opening the era of national development.
The four “pillar” policies are the foundation of thinking for the country’s new development model and will be implemented in the spirit of: Innovating the work of building and enforcing laws to meet the requirements of national development in the new era; creating real breakthroughs in science, technology, innovation and digital transformation; accelerating comprehensive, proactive and effective international integration; developing the private economic sector substantially, becoming the most important driving force of the national economy.
Emphasizing that the four major resolutions of the Politburo have created a unified whole of strategic thinking and action for the country's development in the new era, General Secretary To Lam affirmed: The common breakthrough of all four resolutions is the new development thinking: From "management" to "service", from "protection" to "creative competition", from "passive integration" to "active integration", from "dispersed reform" to "comprehensive, synchronous and profound breakthrough".
3. The rapid and drastic movement is reflected in the spirit of "running and lining up at the same time" from the Party Central Committee to the National Assembly, the Government and ministries, branches and localities. Notably, during these days, at the ninth session, the National Assembly enthusiastically discussed and gave substantive comments on draft laws and resolutions to urgently institutionalize the Party's policies on private economic development, science, technology, innovation, digital transformation, etc.
In particular, with the spirit of urgency to apply immediately in 2025, the National Assembly passed Resolution No. 197/2025/QH15 on "Some special mechanisms and policies to create breakthroughs in law making and enforcement", Resolution No. 198/2025/QH15 of the National Assembly on "Some special mechanisms and policies to develop the private economy"; arranged the budget to implement the tuition exemption policy for preschool and general education levels; arranged 3% of the total state budget expenditure in 2025 for science, technology, innovation, digital transformation... In the near future, the Law on Science, Technology and Innovation; Law on amending and supplementing a number of articles of the Law on Enterprises... with many new and breakthrough points will also be passed, expected to be an important legal basis to promote socio-economic development.
A common point worth noting is that many mechanisms and policies approved by the National Assembly at this ninth session will take effect in 2025. This is an indication that the journey from policies to implementation has been shortened, creating effects and spillover effects in the country's socio-economic life. And we believe that with a complete, specific, easy-to-understand, and easy-to-apply system of policies, laws, and regulations, it will be a boost to resolve difficulties and challenges, gradually realizing growth targets in 2025 as well as the following years.
This great expectation is creating an exciting atmosphere among the public, especially the business community, when the private economy is placed in the position of "pillar", the most important driving force of the national economy. Sharing his feelings about Resolution No. 68-NQ/TU at the National Conference to disseminate and implement Resolution No. 66-NQ/TU on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68-NQ/TU on private economic development on May 18, Chairman of the Board of Directors of Geleximco Group Vu Van Tien said: "We see that this is a comprehensive revolution, liberating the private economic sector, like rain in a drought that we private enterprises have been waiting for for many years".
The heartfelt words of businessman Vu Van Tien are certainly also a great hope for the business community. Because, along with the three "pillars" of institutional improvement, innovation and digital transformation, international integration, the "pillar" of the private economy is showing a very important role for our country to achieve the growth target this year as well as double digits in many years to come. The proof is that this sector has been and is making a great contribution to GDP, creating jobs, improving labor productivity... Clearly demonstrating this, Resolution No. 68-NQ/TU has set a target that by 2030, we will strive to have two million enterprises operating in the economy and at least 20 large enterprises participating in the global value chain. The private economy grows by an average of 10-12% per year, higher than the growth rate of the national economy, contributing about 55-58% of the country's GDP.
Politburo member and Prime Minister Pham Minh Chinh - who is always concerned about the issue of private economic development, emphasized the requirement: "Enhancing the role of the State in creating and guiding, strengthening the capacity of leadership, direction, administration, building institutions and organizing implementation, having breakthrough mechanisms and policies, removing all barriers and the mindset of "if you can't manage it, then ban it" to develop the private economy, while promoting cooperation between the State and the private sector. Developing the private economy is an inevitable path to unlock all potentials, mobilizing people's strength, promoting innovation and integration".
After all, the factors for the country to develop rapidly and sustainably in the coming period are gradually being resolved and perfected. Now, we need the efforts and endeavors of each citizen, enterprise, agency, unit and locality to realize the growth target as well as improve the material and spiritual life of the people.
