On the morning of June 5, Deputy Prime Minister Tran Hong Ha, Chairman of the National Civil Aviation Security Committee, chaired a meeting on ensuring aviation security and safety in the first 5 months of 2025.
After listening to the leaders and representatives of ministries and branches who are members of the National Civil Aviation Security Committee (Committee) report and discuss the implementation status, as well as solutions to urgently complete the tasks assigned from the previous meeting (February 25), Deputy Prime Minister Tran Hong Ha requested the Ministry of Public Security to complete the report on the results of the implementation of the tasks and work assigned to the members of the Committee after the meeting on February 25, especially the inspection and identification of technical "gaps" in ensuring the security and safety of the network information system, clarifying responsibilities, solutions and roadmap for overcoming them.

The Deputy Prime Minister requested the Ministry of Construction and the Ministry of Public Security to continue discussing and agreeing on the transfer of functions and tasks of ensuring aviation security, including clearly identifying the focal agency of the Committee; Urgently submit to competent authorities a plan to perfect the organizational model and operating regulations of the Committee; The Ministry of Public Security reviews and proposes solutions to ensure synchronization between machinery, equipment and people in the aviation security control system; Strengthen coordination and cohesion between security forces and other forces on duty at the airport; Expand the subjects and methods of aviation security and safety control as recommended by ICAO (International Civil Aviation Organization).
The Deputy Prime Minister assigned the Ministry of National Defense to coordinate with the Ministry of Public Security to research and develop legal and technical solutions and invest in equipment and technical means. At the same time, mobilize the political-social system and people to participate in detecting, preventing and stopping early risks of aviation security and safety right at the grassroots level.

The Ministry of Construction is assigned to preside over and coordinate with the Ministry of Home Affairs to study the model of an independent and objective aircraft accident investigation council with clear functions and tasks. The model includes experts from many fields, with modern equipment in accordance with ICAO recommendations. In addition, a mechanism for close cooperation with aircraft accident investigation agencies of other countries is to be built.
According to the Ministry of Public Security, since taking over the task of ensuring aviation security, the Ministry of Public Security has received information and handled 49 aviation security violations at 22 airports nationwide.
In the first 5 months of the year, the Ministry of Public Security directed professional units and police of 17 localities with airports to closely coordinate with the Civil Aviation Authority of Vietnam, Vietnam Airports Corporation (ACV) and related forces to ensure security and safety for 116,212 flights at 22 airports nationwide; and to conduct security screening for 227,753 tons of goods and luggage.
Implementing the direction of Deputy Prime Minister Tran Hong Ha - Chairman of the National Civil Aviation Security Committee, the Ministry of Public Security has assigned professional units to study the aviation security models of a number of countries in the world and proposed to assign the Ministry of Public Security to preside over and organize the implementation of counter-terrorism work, ensuring the principle of "one task is only assigned to one agency or organization to preside over and implement".
The Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security) presided over and coordinated with relevant units to conduct a comprehensive inspection of the security and safety of the network information system at the Vietnam Air Traffic Management Corporation. Up to now, the Vietnam Air Traffic Management Corporation has not had any serious incidents related to network security and information security. However, there are still some issues that need attention and immediate upgrading to proactively respond to the increasing risks in network security for internet-connected technology systems... The specialized force responsible for ensuring network security and information security needs to be supplemented and trained in depth according to international standards.
The Ministry of Construction has directed the organization of inspections, checks, and guidance for airlines, the Aviation Meteorological Center, Vietnam Airports Corporation, etc. to assess risks and dangers that cause aviation insecurity, compliance with safety standards, operating procedures, prevention of unmanned flying objects, fireworks, and control of birds and wild animals; and urgently complete the Project to establish an agency to investigate aircraft incidents and accidents according to ICAO's recommendations.
