Permanent Deputy Prime Minister inspects the progress of the North-South expressway project through Binh Dinh

(PLVN) - On June 6-7, Permanent Deputy Prime Minister Nguyen Hoa Binh inspected the actual progress of construction of component projects of the North-South Expressway, and directed the removal of difficulties and obstacles for 4 traffic projects in Binh Dinh province.

Permanent Deputy Prime Minister Nguyen Hoa Binh inspected the Son Trieu tunnel (Nhon Hoa ward, An Nhon town, Binh Dinh province) of the Quy Nhon - Chi Thanh component project under the construction responsibility of Song Da 10 Corporation.

Here, the Deputy Prime Minister listened to the investor units report on the progress of 4 projects including: Hoa Lien - Tuy Loan route; Quang Ngai - Hoai Nhon; Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh.

After inspecting the site and listening to the report, Deputy Prime Minister Nguyen Hoa Binh highly appreciated the efforts of the construction units and acknowledged that the project progress had improved compared to the previous phase.

The Deputy Prime Minister requested the construction unit to continue to increase human resources and workers to speed up the construction progress. In difficult terrain locations, it is necessary to be more proactive and try harder to speed up the progress. Regarding materials or other difficulties, the Government and localities will gradually resolve them. The construction unit needs to encourage workers and implement in accordance with the Prime Minister's spirit: "working day and night", "working in 3 shifts and 4 shifts"...

In particular, the project is exposed to wind, rain and sun, so after only a few months, the project's defects will be revealed. The Deputy Prime Minister requested that units not ignore any technical processes to ensure quality.

According to a quick report at the inspection, the site clearance work on the Hoa Lien - Tuy Loan route has been basically completed, with 5 households remaining on the service road. In April 2025, the project will increase the capacity of the quarry to serve the asphalt paving, the project progress has now reached 64% and will be officially completed by the end of August 2025.

The Quang Ngai - Hoai Nhon route is 88km long, with progress reaching 67%, basically ensuring the project's progress. It is expected that by September 2025, the entire road and bridge section will be completed, and by December 2025, the tunnel section will be completed. There is a large tunnel 3.2km long on the route, currently 1 tunnel has been cleared and the second tunnel is expected to be cleared in June 2025.

The Hoai Nhon - Quy Nhon route has also reached over 73% of progress, with 46.5km/70.91km expected to be opened to traffic on August 19, 2025, and the remaining section on September 30, 2025. Package No. 11-XL of Truong Son Construction Corporation has only received handover of the site for construction on November 30, 2024 (8 months behind schedule due to the National Assembly Standing Committee's policy of changing the purpose of forest use), which will greatly affect the disbursement progress of the Project.

The progress of Quy Nhon - Chi Thanh route has reached 76.04% of the contract value, basically meeting the plan. It is expected that 19.6km will be opened to traffic before August 19, 2025, the remaining sections before September 30, 2025. Contractors have been focusing on mobilizing equipment and human resources, speeding up construction progress on site to strive to complete and put the Project into operation about 19.6km before September 2, 2025, the remaining sections before September 30, 2025 in accordance with the direction of the Minister of Construction (4 months faster than the contract progress).

On the morning of June 7, Permanent Deputy Prime Minister Nguyen Hoa Binh and members of the Government's Inspection Team No. 1, including leaders of several central ministries and branches, had a working session with local leaders on the implementation status and directed the removal of difficulties, obstacles, and bottlenecks for four transport projects.

On March 1, 2025, Prime Minister Pham Minh Chinh signed decisions to establish 7 inspection teams to review and remove difficulties and obstacles related to key transport projects scheduled to be completed in 2025 to achieve the target of 3,000 km of expressway.

Of these 7 inspection teams, Inspection Team No. 1 (according to Decision No. 486/QD-TTg) is headed by Permanent Deputy Prime Minister Nguyen Hoa Binh.

Inspection Team No. 1 inspected the projects: Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh. These traffic projects belong to the Eastern North - South vertical expressway, which is decided to be invested by the Minister of Construction, and the project management boards of the Ministry of Construction are the investors.
