In her opening speech, Ms. Tran Thi Hoang Mai - Director of the Department of Culture, Sports and Tourism of Hai Phong emphasized: "Football is not only a popular sport, with a wide influence in social life, but also an effective tool ineducating ethics, lifestyle, team spirit and physical training for the young generation, especially children. Hosting this qualifying round demonstrates the responsibility and determination of Hai Phong city in developing grassroots sports and contributing to the development of sports in the country".

First held in 1997, the U11 National Children's Football Tournament, organized annually by the Young Pioneers and Children's Newspapers in collaboration with the Vietnam Football Federation, has become a prestigious playground for children nationwide. Many prominent faces of Vietnamese football today have grown up from this tournament.
The Organizing Committee requests that all participating forces coordinate closely to ensure safe, serious, and correct organization conditions according to the tournament rules and regulations. Referees will conduct the tournament fairly and objectively; athletes will compete honestly, promoting the spirit of noble sportsmanship.
The tournament not only contributes to spreading the school sports movement but is also an opportunity to discover and nurture young talents, building the next generation of players for Vietnamese football in the future.
