
The Department of Economics - Construction Investment Management, according to its scope and responsibility, manages and implements activities to overcome the consequences of natural disasters; including reviewing and determining the specific level of damage to road works caused by natural disasters, repair and remedial solutions, and issuing an Order to build emergency works to overcome the consequences of natural disasters according to regulations; coordinating with the Department of Planning and Finance to advise competent authorities to consider allocating capital for implementation, ensuring compliance with the provisions of law.
Upon completion of emergency construction and disaster recovery work according to the above-mentioned emergency situation, the Department of Economics - Construction Investment Management shall report to the Ministry of Construction as a basis for considering the announcement of the end of the emergency situation of the natural disaster.
The Director of Project Management Board 85 is responsible before the Minister of Construction and before the law for the contents of the report on damage and deterioration of traffic infrastructure at Km226+600 - Km226+800 (design route Km3+600 - Km3+800) on the Mimosa Pass route under the Project to improve and upgrade the route through Mimosa Pass and a number of works on National Highway 20, Lam Dong province under the scope of project management assigned by Project Management Board 85 due to the impact of storm No. 13 and post-storm circulation from November 18 to 20, 2025.
The Department of Transport and Traffic Safety (Ministry of Construction) is responsible for urging and directing agencies and units in implementing measures to overcome the consequences of natural disasters on road traffic infrastructure.
Previously, the natural disaster situation caused damage to the traffic infrastructure at Km226+600 - Km226+800 (design route Km3+600 - Km3+800) on the Mimosa Pass road under the Project to improve and upgrade the section through Mimosa Pass and some works on National Highway 20, Lam Dong province under the project management scope of Project Management Board 85, which directly threatened the safety of people and vehicles participating in road traffic.
The time of occurrence of natural disasters for the Department of Economics - Construction Investment Management to review and specifically determine damage to road traffic infrastructure under the assigned project management and issue an Order to build emergency works to overcome the consequences of natural disasters is determined from November 18 to 20, 2025.
Agencies and units, according to their assigned functions and tasks, shall carry out activities to overcome the consequences of natural disasters as prescribed in Chapter IV of Circular No. 40/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport (now the Minister of Construction) regulating the work of preventing, combating and overcoming the consequences of natural disasters in the road sector.
Natural disaster situations are based on: News No. 1067 dated November 12, 2025 of the National Center for Hydro-Meteorological Forecasting on warnings of flash floods, landslides, and land subsidence due to heavy rain or water flow in the areas of Lam Dong and Dong Nai provinces; News No. 1088 dated November 19, 2025 of the National Center for Hydro-Meteorological Forecasting on warnings of flash floods, landslides, and land subsidence due to heavy rain or water flow in the areas of Lam Dong province; News No. 1090 dated November 19, 2025 and No. 1091 dated November 20, 2025 of the National Center for Hydro-Meteorological Forecasting on warnings of flash floods, landslides, and land subsidence due to heavy rain or water flow in the areas of provinces/cities from Hue to Lam Dong. In addition, other weather bulletins of Lam Dong Provincial Hydrometeorological Station and National Center for Hydrometeorological Forecasting on weather forecast for Lam Dong province from November 18 to 20, 2025.
