The Department of Construction has just reported to the Hanoi People's Committee to evaluate the effectiveness of the pilot plan to limit cars with more than 16 seats from operating during rush hours on roads in the Old Quarter and the area around Hoan Kiem Lake from March to August 2025.

According to the Department of Construction, the restriction of cars with more than 16 seats operating during rush hours (6:30 - 8:30 and 16:30 - 18:30) has received the support of residents and tourists. Vehicles basically comply and do not move into the restricted streets.
Therefore, traffic in the Old Quarter and Hoan Kiem Lake area has been smooth, basically there are no more conflicts or serious traffic jams during rush hour.
"The pilot project has achieved the goal of reducing traffic congestion and creating a civilized and friendly space for tourists," the Department of Construction's report stated.
Therefore, the Department of Construction continues to propose to the Hanoi People's Committee to allow the restriction of cars with more than 16 seats operating in the Old Quarter and the area around Hoan Kiem Lake during rush hours. The traffic sector and Hoan Kiem and Cua Nam wards should study and expand the area where cars with more than 16 seats are prohibited.
