The Ministry of Construction has disbursed VND 8,302 billion, reaching 9.98% of the total plan for 2025.

Although the volume of public investment disbursement in the first 3 months of 2025 was slightly higher than the national average, the pressure on the Ministry of Construction is still very large to be able to complete the disbursement of VND 93,843 billion this year.

According to the Department of Planning and Investment ( Ministry of Construction ), by the end of March 2025, the Ministry of Construction estimated to disburse about VND 8,302 billion, reaching 9.98% of the total annual plan (including VND 8,204 billion of assigned capital, reaching 10.16% and VND 98 billion of extended capital, reaching 4% of the plan), basically reaching the average disbursement rate of the whole country.

However, the disbursement volume only reached 71.19% (8,301/11,662 billion VND) according to the cumulative registered plans of investors, with a delay in disbursement of about 3,360 billion VND.

According to the report of the Ministry of Finance , it is estimated that by March 31, 2025, the whole country will disburse 8.94% of the total plan assigned by the Prime Minister (including the extended plan reaching 5.97% and the assigned plan reaching 9.53%).

Some units have disbursement rates higher than the average of the Ministry of Construction, meeting the registered plan, including: Maritime Project Management Board estimated to disburse 136/1,043 billion VND, reaching 13%, exceeding 3 billion VND compared to the registration; Vietnam Road Administration disbursed 217/2,132 billion VND, reaching 10.2%, exceeding 62 billion VND; Western University of Construction disbursed 6.7/24.8 billion VND, reaching 27%; Hanoi University of Architecture, disbursed 24/155 billion VND, reaching 15.7%; Ninh Binh Department of Construction disbursed 346/1,175 billion VND, reaching 29.5%.

Investors with disbursement results higher than the average of the Ministry of Construction but not meeting the registered progress include: My Thuan Project Management Board, estimated to disburse VND 2,060 billion, reaching 19.94%, VND 1,372 billion behind the registration; Ho Chi Minh Road Project Management Board estimated to disburse VND 1,498 billion, reaching 14.77%, VND 19 billion behind; Project Management Board 7 disbursed VND 882 billion, reaching 13.4%, VND 370 billion behind; Project Management Board 6 disbursed VND 1,009 billion, reaching 10.16%, VND 727 billion behind.

In addition, there are 5 investors under the Ministry with disbursement rates lower than the average level according to the annual plan of the whole Ministry, including: Railway Project Management Board, Project Management Board 2, Project Management Board 85, Waterway Project Management Board, Thang Long Project Management Board.

In addition, there are a number of other investors (Departments and local management boards assigned large capital plans, have not yet registered for disbursement and have not yet disbursed such as: Phu Tho Department of Construction (assigned 681 billion VND), Dak Lak Traffic Construction Project Management Board (assigned 411 billion VND), Ha Tinh Department of Construction (assigned 302 billion VND), Da Nang Department of Construction (assigned 271 billion VND), Quang Tri Department of Construction (assigned 155 billion VND), Cao Bang Department of Construction (assigned 109.5 billion VND)...

According to the assessment, the disbursement results so far are quite low compared to the same period in 202410 (estimated at about half of the 2024 plan), which will greatly affect the overall disbursement results for the whole year 2025 of the Ministry of Construction, not including the expected capital added by competent authorities from the increased central budget revenue in 2024.

It is known that the total central budget public investment plan for 2025 of the Ministry of Construction (after consolidation) is about VND 83,746 billion, including VND 81,384 billion of assigned capital plan and VND 2,362 billion of capital extending the implementation and disbursement period until December 31, 2025.

The Ministry of Construction has allocated VND83,151 billion to investors; the remaining VND595 billion from the 2022 central budget revenue increase for the National Highway 24B Project in Quang Ngai province is not yet qualified.

Currently, the Ministry has proposed to the Ministry of Finance and reported to the Prime Minister to transfer the National Highway 24B Project to the People's Committee of Quang Ngai province for implementation.

In the coming time, it is expected that the Ministry of Construction will continue to be assigned by the Prime Minister to supplement 6,062 billion VND of capital to increase the central budget revenue in 2022 and 2023 (for the Cam Lo - La Son Expressway Expansion Project and the My Thuan - Can Tho Expressway Project) and extend the implementation of the 2024 plan to 2025 by about 4,035 billion VND.

Thus, the total disbursement plan for investment capital in 2025 of the Ministry of Construction is expected to be about VND 93,843 billion (not including new projects proposed from excess revenue in 2024).
To complete the target of disbursing at least 95% of public investment capital, from now until the end of January 2026, on average each month, investors under the Ministry of Construction must disburse at least VND 9,000 billion, about VND 1,000 billion more than the cumulative disbursement in the first 3 months of 2025.
