Ministry of Construction: Land and housing prices exceed the affordability of many people.

Real estate prices, especially housing and land prices, have been continuously rising recently, exceeding the affordability of the majority of the population, and the Ministry of Construction has proposed many solutions to "cool down" the situation.

The Ministry of Construction assesses that real estate prices, especially housing and land prices, have risen so high that they are beyond the affordability of the majority of the population.

According to the Ministry of Construction's assessment, in recent times, real estate prices, especially the prices of houses and land, have increased significantly, exceeding the affordability of the majority of the population.

The Ministry of Construction also pointed out that the increase in real estate, housing, and land prices is due to various reasons such as: increased investment costs of projects due to rising input costs, especially land use fees; limited supply of real estate and housing due to slow project implementation, difficulties and obstacles related to procedures and capital; and an unsuitable real estate product structure, lacking affordable housing and social housing to meet the needs of low-income groups.

Specifically, although the relevant legal system has been amended and supplemented, there are still some obstacles and shortcomings, especially in the areas of land and bidding... many administrative procedures are still cumbersome and unclear in their application, leading to delays in the implementation of many housing and real estate projects.

"The implementation of laws on planning, land, housing, land use rights auctions, and project bidding by localities in approving policies and implementing new housing projects has not met social requirements; compensation, support, resettlement, and land valuation in some localities are still slow," a leader of the Ministry of Construction acknowledged.

Assessing the development of social housing as still limited and insufficient to meet the needs of the people, the Ministry of Construction also stated that some localities have not truly paid attention to the development of social housing, have not done well in planning land funds, compensation, support, resettlement, and investing in technical infrastructure to have clean land for handover to investors to implement projects.

In addition, many real estate and housing projects face legal obstacles, delays in implementation, and stagnation, while significant resources have already been invested, leading to wasted land and capital, increased difficulties and costs, and consequently, higher product prices.

Pointing out that the structure of real estate and housing products is not in line with actual needs, the Ministry of Construction stated that the supply of housing products is mainly in the high-end and mid-range segments, lacking affordable housing products that suit the purchasing power of the majority of people, especially housing for low-income earners in urban areas.

Furthermore, the increase in real estate and housing prices is also influenced by some developers, investors, and individual brokers engaging in hoarding, price gouging, speculation, and market information manipulation.

To address real estate price control and facilitate people's access to housing, especially social housing, on November 10, 2025, the Ministry of Construction issued document No. 13173/BXD-QLN reporting to the Prime Minister, proposing that the Ministry of Construction coordinate with the Ministry of Agriculture and Environment , the Ministry of Finance, and other relevant agencies to finalize the pilot project for a model of a State-managed Real Estate and Land Use Rights Transaction Center to report to the Government and submit to the National Assembly a Resolution on the establishment of a State-managed Real Estate and Land Use Rights Transaction Center.

The Ministry of Construction, in coordination with relevant ministries and agencies, continues to promote the implementation of social housing development policies to create housing supply for the market, including urgently organizing the implementation of the Decree on the national housing fund and the Government 's Resolution on breakthroughs in social housing development.

The Ministry of Construction continues to research policies for developing affordable housing in order to propose content for inclusion in the amendments to the Housing Law in 2026.

The State Bank of Vietnam continues to review and assess regulations on credit related to the real estate sector in order to propose credit regulation measures that are appropriate to the practical situation;

The Ministry of Finance continues to review and evaluate financial and tax regulations related to the real estate sector in order to propose financial and tax regulatory measures that are appropriate to the current situation and the appropriate time.
