Ministry of Construction responds to proposal for Pleiku Airport Expansion and Upgrade Project

Voters in Gia Lai province proposed to include the Pleiku Airport Expansion and Upgrade Project in the medium-term public investment plan for the period 2026 - 2030. The Ministry of Construction responded that it had made a proposal but it had not been approved by competent authorities.

The Ministry of Construction has just issued Document No. 6597/BXD-KHTC to the National Assembly Delegation of Gia Lai province to respond to the petition of Gia Lai voters (old) sent before the 9th Session, 15th National Assembly.

Accordingly, Gia Lai voters proposed that the Ministry of Construction synthesize and propose the Pleiku Airport Expansion and Upgrade Project (total investment in the period before 2030 is expected to be 12,660 billion VND) into the medium-term public investment plan for the period 2026 - 2030 invested by the Central Government.

The Ministry of Construction informed that according to the Pleiku Airport Planning for the period 2021 - 2030, with a vision to 2050, by 2030, Pleiku Airport has a capacity of about 4 million passengers/year, and by 2050, a capacity of about 5 million passengers/year.

Currently, the Ministry of Construction has made a proposal, however, to date, the above proposal has not been approved by competent authorities.

Therefore, the Ministry of Construction believes that in case Gia Lai province needs early investment, it is recommended that the Gia Lai Provincial People's Committee study and proactively arrange local budget capital to invest in upgrading the project.

For the civil aviation area (terminal, parking lot...), Vietnam Airports Corporation (ACV) is currently the enterprise managing and operating Pleiku Airport.

Therefore, the Ministry of Construction believes that ACV is responsible for investing in and expanding Pleiku Airport and requests the Gia Lai Provincial People's Committee to work with ACV to study suitable investment options.

In case ACV cannot balance its capital sources, the Ministry of Construction requests the Gia Lai Provincial People's Committee to proactively study the plan to mobilize social capital to invest in and develop Pleiku Airport; report to the Prime Minister to be assigned as the competent authority to implement the project. The Ministry of Construction will closely coordinate with the locality during the implementation process.

Pleiku Airport is located at 17/3 Street, Thong Nhat Ward, Gia Lai Province (formerly Thong Nhat Ward, Pleiku City), airport level 4C.

According to ACV, Pleiku Airport has 1 runway 2,400 m long, 45 m wide; has 5 parking positions for A320, A321 and equivalent aircraft using the self-taxi/taxi-out method.

The passenger terminal is currently 3,174.53 m2 wide, with a capacity of 600,000 passengers/year. However, Pleiku Airport is currently one of the important traffic hubs of the Central Highlands region, with very rapid growth, some major construction items are overloaded and the number of operations exceeds previous forecasts (in 2019, passenger output reached 726,526 passengers/year).

After the merger, Gia Lai province has 2 airports including Phu Cat Airport and Pleiku Airport; currently both airports are used jointly by military and civil aviation. Currently, the Investment Project for the construction of Runway No. 2 and synchronous works at Phu Cat Airport Airport has been approved and is expected to start construction on August 19, 2025.

Gia Lai voters also proposed that the Ministry of Construction propose to include 4 transport infrastructure projects in the medium-term public investment plan for the period 2026 - 2030.
Including: Project to renovate and upgrade National Highway 25 (VND 2,114 billion); (2) Project to connect Gia Lai - Phu Yen provinces (old), section in Gia Lai province (VND 1,200 billion); Project to renovate and upgrade National Highway 14C (VND 877 billion); Project to invest in building a traffic route connecting AyunPa area, Gia Lai province and Ea H'Leo, Dak Lak province VND 9,330 billion.
Regarding this proposal, the Ministry of Construction agrees with the voters' recommendation to soon invest in upgrading and renovating the above-mentioned routes.
The Ministry of Construction requests the Gia Lai Provincial People's Committee to proactively study and arrange capital sources to invest in upgrading this route according to its authority; in case of difficulties, the Gia Lai Provincial People's Committee shall coordinate with the Ministry of Finance to synthesize the capital sources needed for support and report to the Prime Minister for consideration and decision.
