Ministry of Construction requests review and handling of shortcomings on highways

The Ministry of Construction has just issued a document directing its units, project management boards and project investors/enterprises: Vietnam Expressway Corporation (VEC), Trung Luong - My Thuan BOT Joint Stock Company, Phap Van - Cau Gie BOT Joint Stock Company, Bac Giang - Lang Son BOT Joint Stock Company; Nha Trang - Cam Lam Expressway Investment Company Limited; Phuc Thanh Hung Investment Joint Stock Company, Cam Lam - Vinh Hao Expressway Joint Stock Company to urgently review and handle arising problems in traffic organization on the project.

Some highways still have problems.

According to the Ministry of Construction, in recent times, expressways after being put into operation have been effective, ensuring traffic safety. However, according to feedback, some expressways still have problems in traffic organization related to the location of toll stations, rest stops, and operating speeds. In response to this situation, the Ministry of Construction requires that for the group of expressways in operation and exploitation, the Vietnam Road Administration shall take the lead in closely coordinating with the Traffic Police Department, Traffic Safety Committee, and Departments of Construction of localities to increase patrols and traffic control; strictly handle violations, especially violations of speed, lane encroachment, and reckless overtaking; regularly monitor and detect emerging traffic safety points and proactively supplement and adjust traffic safety works. Vietnam Road Administration urgently coordinates with Phuc Thanh Hung Investment Joint Stock Company to review, develop a plan to handle, and strengthen traffic safety at the toll station Km 430+500 of the Dien Chau - Bai Vot expressway project before May 20, 2025. In case of exceeding authority, promptly report and propose to the Ministry of Construction for consideration and decision. Based on the functions and tasks, the Ministry of Construction also assigned Vietnam Road Administration to preside over and coordinate with project enterprises and VEC based on the technical conditions of the expressway sections in operation (width and number of lanes; width of safety strip; width of emergency stop strip) and technical factors during operation (traffic volume on the route; average operating speed in recent times; IRI road surface flatness; road surface roughness; weather conditions...) to study and adjust the speed of the sections, ensuring synchronization and safety in operation according to regulations.

Strictly punish businesses that are slow to invest in rest stops

Along with that, the Ministry of Construction also requires investors and project management boards to speed up the investment progress of construction of rest stops according to signed contracts, and strictly handle investors/enterprises that are late in implementing the project. While waiting for the completion of investment in construction of rest stops, in the immediate future, the Vietnam Road Administration and project management boards urgently review the items that have been invested in at rest stops on the route, improve service quality and safety for vehicles entering and exiting the rest stops; at the same time, widely announce on mass media (when completing new items) so that drivers can proactively travel on the highways. For the group of expressways put into temporary operation, the project management boards are assigned to preside over and coordinate with the Vietnam Road Administration and relevant units to regularly monitor and detect any arising problems, if any, in order to promptly supplement and adjust traffic safety works.

According to the report of the Vietnam Road Administration, from Thanh Hoa to Quang Tri, up to now, there have been 7 rest stops that have completed the handover of the entire site to investors, including: Mai Son-National Highway 45, National Highway 45-Nghi Son, Dien Chau-Bai Vot, Ham Nghi-Vung Ang, Vung Ang-Bung, Nghi Son-Dien Chau and Bung-Van Ninh. For Van Ninh-Cam Lo rest stop, the People's Committee of Gio Linh district (Quang Tri province) has directed to speed up the progress and hand over the site to investors in May 2025. For Cam Lo-La Son station, the People's Committee of Hai Lang district, the Land Fund Development Center of Quang Tri province and the Ho Chi Minh Road Project Management Board, the locality expect the handover progress after 3 months, slower than the progress required by the Minister of Construction in April 2025. The Vietnam Road Administration has requested localities to speed up procedures, carry out a number of tasks in parallel to shorten the progress, and hand over the site to investors soon. The Mai Son-National Highway 45, Nghi Son-Dien Chau, Dien Chau-Bai Vot rest stops have signed contracts since August 2024, the investor is the Petrolimex Joint Venture, the time to complete the entire project is 17 months, completing public services after 11 months. The Vietnam Expressway Administration (now the Vietnam Road Administration) has completed the appraisal of the construction professional agency for the feasibility study report of the 3 projects in December 2024. However, due to problems in site clearance, environmental licensing procedures, and the Petrolimex Joint Venture being a state-owned enterprise, the investor organized a bidding to select consultants to establish investment projects, consultants to establish designs after basic design, construction contractors, etc., which took a lot of time. Currently, the investor is carrying out procedures for approving investment projects, designing, selecting contractors, etc. to implement construction. According to the plan, construction will begin this May and is expected to be completed in 2025. Regarding the implementation progress, the rest stops on National Highway 45-Nghi Son, Ham Nghi-Vung Ang, Vung Ang-Bung, Bung-Van Ninh, Van Ninh-Cam Lo, Cam Lo-La Son have signed contracts at the end of March 2025. According to the signed contract, the investors will shorten the construction time from 15 months to 12-14 months and public services will be completed after 9 months. Thus, the public service works will be completed no later than December 30, 2025.
