New houses in the highlands of Quang Ngai
Another highland locality reaches the finish line
Son Tinh Commune, Son Tay District is one of the particularly difficult highland areas of Quang Ngai Province, with the majority of residents being Ca Dong ethnic people. This year, the entire commune has 71 households receiving housing support, of which 53 are completely newly built.
In early May, Mr. Dinh Van Hoi’s family in Son Tinh commune was excited when their new stilt house was completed after three months of construction. Before that, Mr. Hoi and his wife and children lived in a seriously degraded wooden house that leaked during the rainy season and was unsafe. As a poor household, he received VND60 million from the government to build a new house.
In particular, the Son Tinh commune government proactively coordinated with local people to choose a house model that was suitable for living conditions and local customs. Forest rangers, militia, youth union members and family members joined hands to support the construction, helping Mr. Hoi complete the house in a short time.
"Without the help of the State and other forces, I would not have dared to dream of a solid house like this. The cadres and militia directly helped build the house and roof it; without everyone's help, my family could only wish for it," Mr. Hoi said emotionally.
To limit the situation of people going into the forest to cut wood to build houses, the Son Tinh commune government held a meeting and agreed to choose a stilt house model made of iron frames, concrete pillars, and tiled roofs. The walls of the house are made of bamboo, reeds, and wood salvaged from old houses. Each house meets the "3 hard" criteria, the total construction cost is about 60 million VND, equivalent to the support level from the budget. For households with conditions, they can contribute more to build more solidly. With a proactive and flexible approach, within just 3 months, Son Tinh commune has completed all the houses that need to be newly built and repaired.
The entire Son Tay district, Quang Ngai province has 617 houses eligible for support in the program to eliminate temporary and dilapidated houses, including 507 newly built houses and 110 repaired houses.
Vice Chairman of Son Tay District People's Committee, Mr. Dinh Truong Giang said: The total funding requirement of the program is nearly 34 billion VND, of which the central budget allocates more than 14 billion, the province supports nearly 2 billion VND, the rest is mobilized from the district budget and local sponsors. With the rugged terrain, the transportation of construction materials in Son Tay faces many difficulties and high costs. However, the communes have developed specific plans, clearly defined implementation timelines, and at the same time promoted the sense of responsibility, organized and implemented many synchronous solutions to ensure progress and quality.
"There are communes that proactively and flexibly advance local funding when the budget has not been allocated in time, to promptly help people have stable housing. Thanks to that, 100% of the houses have been completed so far. In particular, we have minimized the situation of people cutting down forests to build houses. Through inspection, almost no households have violated," Mr. Giang informed.
To reach the finish line early, the program mobilizes the support of supporting forces.
Mobilize to speed up progress, reach the finish line early
In recent times, together with state resources, the program to eliminate temporary and dilapidated houses in Quang Ngai has received active support from units and people. Up to now, the whole province has organized the implementation of 5,222/6,628 houses, of which 2,831 houses have been completed, 2,391 houses are under construction, reaching 78.79% of the demand. Ba To and Son Tay districts have completed the program.
The province strives to have 12/13 districts, towns and cities complete the program to eliminate temporary and dilapidated houses by June 30. Tra Bong district alone, due to some objective reasons, will complete the program by August 30, 2 months ahead of the Prime Minister's request (before October 31).
Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang requested localities to focus on completing the program of eliminating temporary and dilapidated houses. In particular, districts with low implementation rates such as Tra Bong, Binh Son, and Ly Son need to implement it vigorously to ensure progress.
It requires prioritizing housing support for people with meritorious services, maximizing social resources, and promoting support for labor and materials to help people save costs.
