The Ministry of Health has just issued Circular 35/2024/TT-BYT stipulating Basic Quality Standards for Hospitals. Accordingly, Article 1 of Circular 35 signed by Prof. Dr. Tran Van Thuan stipulates 5 basic quality standards for hospitals.

The Ministry of Health has just issued Circular 35/2024/TT-BYT stipulating Basic Quality Standards for Hospitals. Accordingly, Article 1 of Circular 35 signed by Prof. Dr. Tran Van Thuan stipulates 5 basic quality standards for hospitals.

From January 1, 2025, hospitals will follow 5 basic quality standards

The 5 basic quality standards for hospitals include: Standards on facilities, stipulated in Section I, Appendix issued with Circular 35/2024/TT-BYT, such as the hospital must have a fixed location; must have a path for ambulances to enter and exit the emergency area; have signs, diagrams and signs to departments, rooms, professional and administrative departments...

Standards on scale and organizational structure, stipulated in Section II, Appendix issued with Circular 35/2024/TT-BYT, such as hospitals must have an organizational structure including departments: examination, clinical, paraclinical, pharmacy and auxiliary departments. The examination department must have a reception area, emergency room, storage room, examination room, technical and procedural room (if performing technical and procedural).

Personnel standards, stipulated in Section III, Appendix issued with Circular 35/2024/TT-BYT, such as practitioners being assigned work in accordance with the scope of practice approved by competent authorities; practitioners being continuously updated with medical knowledge...

Standards for medical equipment, specified in Section IV, Appendix issued with Circular 35/2024/TT-BYT. Medical equipment must be used to perform techniques within the scope of professional activities approved by competent authorities and have management records for such equipment. Regulations on management, use, inspection, maintenance, repair, replacement of supplies and components, and preservation of medical equipment at medical examination and treatment facilities.

Professional standards, stipulated in Section V, Appendix issued with Circular 35/2024/TT-BYT, such as: inpatient treatment, 24/7 professional on-call service; outpatient examination and treatment procedures; dissemination, application and development of professional procedures for medical examination and treatment.

From January 1, 2025, hospitals will implement 5 basic quality standards.

The Circular of the Ministry of Health clearly states that this basic quality standard only applies to medical examination and treatment facilities licensed to operate as hospitals.

According to the Ministry of Health, the assessment of basic quality standards will take place once a year; the assessment will be carried out in the first quarter of the following year; and the assessment will be classified.

If basic quality standards are met: all standards are “Yes” in the “Assessment results” column. If basic quality standards are not met: Any standard is “No” in the “Assessment results” column.

The Ministry of Health requests the Department of Medical Examination and Treatment Management to be responsible for directing and organizing the implementation of this Circular and providing guidance on assessment and professional content within its assigned functions and tasks; monitoring and urging medical examination and treatment facilities under its management authority to conduct basic quality standard assessment for hospitals according to the provisions of this Circular.

The Department of Traditional Medicine Management is responsible for directing, guiding, inspecting and urging the implementation of this Circular according to its assigned functions and tasks.

The Department of Health of provinces and centrally-run cities is responsible for directing, guiding, inspecting and urging the implementation of this Circular for medical examination and treatment facilities under their management authority...

Medical examination and treatment facilities are responsible for implementing this Circular; reviewing, supplementing and correcting to ensure maintaining the quality of medical examination and treatment at a basic level.

In Vietnam, up to 85% of children aged 6-8 have tooth decay.

According to a representative of the Ministry of Health, Vietnam has made progress in addressing oral health issues but many challenges remain. Recent studies have shown that tooth decay and periodontal disease affect a significant proportion of the population, especially children and the elderly.

Studies show that more than 85% of children aged 6 to 8 years have tooth decay. This is because many rural areas lack access to basic dental care and oral healtheducation ; awareness of oral hygiene measures remains low, especially in underserved communities.

Director of the Department of Medical Examination and Treatment Management, Ministry of Health Ha Anh Duc said that the reason for the above situation is limited access to preventive dental services.

While urban areas have access to modern dental clinics, rural areas often rely on irregular outreach programs. Cultural habits, dietary patterns, and a lack of emphasis on regular dental check-ups have contributed to the prevalence of tooth decay in the community.

To reduce the risk of tooth decay in children, the Director of the Department of Medical Examination and Treatment Management said the Ministry of Health will launch nationwide initiatives to educate people about the importance of oral hygiene; mobilize schools, workplaces and community centers to promote oral hygiene, guide children on healthy eating habits and the value of regular dental check-ups.

In addition, the health sector encourages the community to use toothpaste containing fluoride because fluoride has been proven to reduce tooth decay.

In addition, the Health Sector will develop partnerships with schools to provide regular dental check-ups and sealant applications for children; and train teachers to reinforce good oral hygiene practices in the classroom.

In particular, the Ministry of Health will expand dental services in rural areas, increase funding for mobile dental clinics to reach remote communities; train local health workers to provide basic preventive services and educate the community on oral health. At the same time, advocate for government policies to support preventive dental care for the community.

Free surgery for children with cleft lip and palate

Vietnam - Cuba Friendship Hospital has just coordinated with Operation Smile to organize a free smile surgery program for nearly 100 children with cleft lip and palate. This program marks 35 years of cooperation between the two organizations in providing life-changing opportunities for patients with this deformity.

After doctors from the hospital and Operation Smile screened about 130 patients, nearly 100 children were eligible for surgery. Among these patients, many came from mountainous provinces, remote areas, and especially children of ethnic minorities with difficult circumstances.

Doctor Cao Duc Chinh, Director of the Vietnam-Cuba Friendship Hospital, said the hospital is one of the pioneers in performing surgery for children with cleft lip and palate in Vietnam.

Since the program began, the hospital has performed nearly 18,000 surgeries, with an average of 5-6 surgical and screening programs each year for about 600 patients.

In the future, the hospital will continue to cooperate with Operation Smile to provide comprehensive treatment for cleft lip and palate patients, including cleft closure surgery, orthodontics, speech therapy, and psychological counseling.

Influenza A epidemic in Bac Kan is at risk of spreading in schools

In Bac Kan province, the Bac Kan City Health Center reported two outbreaks of influenza A in schools. From November 16 to 18, at Nong Thuong Primary and Secondary School, a student with influenza led to the recording of 7 more cases with influenza symptoms, of which 2 tested positive for influenza A. At the same time, Bac Kan Secondary School also recorded 26 cases of influenza A.

Bac Kan Medical Center is conducting rapid surveillance to detect cases early, isolate, treat and disseminate disease prevention measures in schools. Along with that, measures to disinfect areas with flu cases and closely monitor the health of students are also being implemented.

Local authorities warn that influenza A is likely to spread in crowded environments such as schools, especially in the current cold, humid weather and environmental pollution, which are favorable conditions for the flu virus to develop and spread.

Doctors recommend that people practice regular personal hygiene, keep their bodies warm, eat nutritious foods to improve their immune systems, and get vaccinated against seasonal flu. When experiencing symptoms such as cough, fever, runny nose, headache, or fatigue, people should immediately go to a medical facility for timely examination and treatment.
