Ministry of Health tightens 'homemade' cosmetics

Faced with the widespread situation of homemade cosmetics and home-made cosmetics being sold on social networks, the Drug Administration of Vietnam, Ministry of Health has just issued a document requesting to tighten control over this type of product.

According to the Drug Administration of Vietnam, recently the production, trading and advertising of homemade cosmetics ("handmade") and home-made cosmetics ("homemade") has become popular on social networking platforms and e-commerce platforms.

Many products have not been announced, have unknown origins, do not meet quality and safety requirements as prescribed by law, and pose a potential risk to consumers' health.

To strengthen state management in the field of cosmetics, ensuring the rights and health of the community, the Drug Administration of Vietnam requests the health departments of provinces and centrally run cities to strengthen inspection and examination of the production, trading and advertising of cosmetics in the area. In particular, pay attention to homemade cosmetics and home-made cosmetics sold via social networks.

Coordinate with relevant local authorities to strictly handle violations of regulations on cosmetic production when not being granted a certificate of eligibility for cosmetic production, trading in cosmetics without a product declaration receipt number, not ensuring cosmetic quality or advertising cosmetics in violation of regulations, exaggerating features and uses...

At the same time, strengthen propaganda and legal guidance to individuals and organizations to raise awareness and responsibility for complying with legal regulations; do not produce and trade cosmetics that do not meet regulations; only use cosmetics that have been granted product declaration receipt numbers according to regulations.

The Drug Administration also requires social networking platforms (Facebook, Zalo, TikTok, YouTube, etc.) and e-commerce platforms to proactively review and remove advertising content for homemade cosmetics that show signs of violating the law, do not have a product declaration receipt number, and do not comply with regulations.

In addition, strengthen censorship and control of cosmetic advertising content on personal pages, groups, fanpages, video channels... to ensure that advertised products must have clear information about their origin, have received product declaration forms and the production facility is granted a certificate of eligibility to produce cosmetics according to the provisions of law.

Coordinate with authorities to provide information about violating accounts and channels when requested to serve inspection, examination and handling of violations.

Build a warning mechanism and handle accounts that continuously post illegal cosmetic advertising content.
