Mobilizing resources for infrastructure investment
According to the People's Committee of Ca Lui commune, in recent years, the Party and the State have always paid attention to directing and focusing resources on prioritizing investment to create changes in socio-economic and cultural aspects in areas with a large number of ethnic minorities. In the period of 2021-2025 alone, the state budget has allocated 32,076 billion VND to invest in socio-economic and cultural development programs and projects in Ca Lui commune. In particular, implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas (Program 1719), Ca Lui commune has maximized its resources to invest in and complete infrastructure in the commune.
Typically, implementing Project 4 on investment in essential infrastructure serving production and life in ethnic minority and mountainous areas, Ca Lui commune was allocated over 21 billion VND. The locality has made the most of this capital source to invest in nearly 40 projects to upgrade and repair rural roads; public lighting systems; upgrade and repair communal cultural houses and villages; repair kindergarten classrooms; renovate the canal system... Of which, over 70% of the projects implemented are projects to invest in, upgrade and repair rural roads in the commune and villages, intra-field roads...
Up to now, the locality has completed, put into use and disbursed 22 projects; is continuing to implement 15 projects, striving to complete in 2025. The projects are not large in scale, but are spread across many areas and many fields. Thanks to that, the infrastructure in the commune has been gradually completed, associated with the socio-economic development of the ethnic minority region. Up to now, 100% of villages have asphalted and concreted car roads to the commune center, creating many conveniences for people in their daily life and economic development.

Improve living conditions
Not only allocating resources to invest and complete infrastructure in the area, Ca Lui commune is also allocated capital to support ethnic minorities to solve urgent problems such as housing, land, domestic water, production development, preservation and promotion of traditional cultural values of ethnic groups...
Specifically, implementing Project 1 on solving the shortage of housing, residential land, production land, and domestic water, Ca Lui commune was allocated over 1.88 billion VND; financial support for 47 households to build stable houses; support for 1,220 households to change jobs; support for domestic water tanks for 95 households...
Implementing Project 2 on planning, arranging, and stabilizing residents in necessary places, Ca Lui commune was granted a budget of 6.25 billion VND to implement the Ma Nhe resettlement area project, arranging residential land for 39 households. Currently, the project site has been completed; preparing to invest in electricity and water infrastructure to be ready to hand over land to households. In 2025, Ca Lui commune will implement another Ma Lung resettlement area project to solve housing for the remaining households lacking residential land.
For Project 3 on sustainable agricultural and forestry production development, promoting the potential and strengths of regions to produce goods according to the value chain, Ca Lui commune has implemented Sub-project 1 on sustainable agricultural and forestry economic development associated with forest protection and increasing people's income and Sub-project 2 on supporting the development of production according to the value chain, precious medicinal herb growing areas, promoting business start-ups, startups and attracting investment in ethnic minority and mountainous areas. In particular, for Sub-project 2, Ca Lui commune has supported 10 cow breeding models, 5 goat breeding models and 4 hybrid wild boar breeding models. In addition to supporting breeding animals, the locality also supports funding for building barns, food and regularly monitors and tracks diseases and the health of livestock of households.
For Project 6 on preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development, Ca Lui commune has equipped 7 sets of gongs for 7 villages; built community bookcases; supported the construction of cultural and sports institutions in villages; organized exchange and festival days on traditional cultural and artistic forms of ethnic minorities...
People are excited
At the end of 2024, Ra Lan Y Tuy's family in Ma Nhe hamlet, Ca Lui commune received 40 million VND in support to build a house under Program 1719. With a new house, Ra Lan Y Tuy and his wife opened a small grocery store to develop the economy. Ra Lan Y Tuy shared: Without the encouragement and support of the State, I don't know when my wife and I would have a house. Thanks to the house and the grocery store, my wife takes care of the business, I work on the farm and cut sugarcane and weed for hire, so the family economy has also improved a lot. This year, my family has escaped poverty and also paid off most of the debt for building the house. I am truly grateful to the State for creating conditions for people to escape poverty and improve their lives.
Resources from Program 1719 are allocated and used by localities mainly to invest in infrastructure, especially the transportation system; agricultural and rural development, rural electricity network, irrigation, domestic water and production development; contributing to promoting economic development, ensuring social security, and significantly improving the lives of ethnic minorities.

Also in Ma Nhe village, Ms. Ra Lan Ho Nguyet's family has just received support with 3 grass cows, worth 60 million VND from Sub-project 2, Project 3. Ms. Ho Nguyet said: My family is a poor household, and my children are often sick. Previously, my family tried very hard to raise 2 cows, but had to sell them to get money to treat my children. Last year, the State supported me with 3 cows as capital to do business, so my family escaped poverty. This is a very valuable asset, so I will try to take care of and breed the cows to develop the economy.
Mr. Ro Cham Y Dien, Head of Ma Nhe village, said: Ma Nhe has more than 115 households; of which 31 are poor households and 14 are near-poor households. The 1719 program has basically solved the difficulties of the people in the village... The infrastructure in the village has also been invested in and completed, especially the rural traffic system, which has made it easier for people to travel and develop their economy. For livestock support models, the locality has also established inspection and monitoring teams to support and remind people in the process of caring for their livestock.
Mr. Ra Lan Thu, Chairman of the People's Committee of Ca Lui Commune, said: After a period of implementing Program 1719, although it has not yet met all the actual needs, compared to previous periods, people's living conditions have improved significantly. The simultaneous implementation of many policies, programs and investment projects has significantly improved the infrastructure, socio-economic and people's lives in ethnic minority areas. Poverty reduction has achieved good results; the cultural life of ethnic people has been gradually improved; the traditional cultural identity of ethnic groups has also been preserved and promoted effectively.
