Prosecution of a group of subjects illegally keeping and trading rare animals

The Investigation Police Agency of the Provincial Police has just issued a decision to prosecute the case and prosecute 4 subjects for violating regulations on the protection of endangered and rare animals. The defendants include: Duong The Toan (born in 1978) and his wife Vo Thi Bi (born in 1979, both residing in Hoa Hiep Trung ward, Dong Hoa town); Nguyen Tan Phuc (born in 1971, residing in Hoa Thanh commune, Dong Hoa town) and Le Thi Bay (born in 1974, residing in Hoa Dinh Tay commune, Phu Hoa district).

According to the initial investigation, in mid-April 2025, the Economic Police Department of the Provincial Police in coordination with Ward 1 Police (Tuy Hoa City) discovered that Bi was illegally transporting two king cobras. This is an endangered and rare wild animal belonging to group IB, prioritized for protection according to the regulations of the Government and the CITES Convention (Convention on International Trade in Endangered Species of Wild Fauna and Flora). These snakes were bought by Toan - Bi's husband from Phuc and Bay to trade for profit.

Continuing to expand the investigation, the authorities searched the residence of Toan and Bi and discovered 23 other rare and endangered wild animals including king cobras, rat snakes, pythons, turtles of various types... These animals were purchased by Toan and Bi from some forest goers in and outside the province, then kept in captivity, waiting for an opportunity to resell for profit.
