Mr. Nguyen Minh Luan, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the 2025 High School Graduation Exam, gave a speech at the meeting.
Attending the meeting were Mr. Nguyen Thanh Luan, Director of the Departmentof Education and Training (DoET), Deputy Head of the Steering Committee for the 2025 High School Graduation Exam, along with representatives of departments, branches, local authorities, and principals of high schools in the province.
According to the report from the members of the Exam Steering Committee, by 5:00 p.m. on April 28, 2025, units and schools with students taking the exam and the Department of Education and Training organized for candidates to register for the exam (DKDT), the total number of DKDT candidates was 11,237 candidates (of which 11,057 were general education candidates, 180 were continuing education candidates), with 470 exam rooms, located at 17 exam locations (abbreviated as exam sites).
The examination council is located at the Department of Education and Training. The examination council has 470 examination rooms (each examination room has no more than 24 candidates), organized into 17 official examination sites and 2 backup examination sites (Phan Boi Chau Secondary School, Ward 4, Ca Mau City, this backup examination site has 22 examination rooms, maximum capacity of 528 candidates and Vo Thi Sau Secondary School, Ward 6, Ca Mau City, this backup examination site has 20 examination rooms, maximum capacity of 480 candidates). In Ca Mau City, there are 7 examination sites, districts (except Ngoc Hien district) have 10 examination sites. The examination site located at Nguyen Viet Khai High School (Ward 8, Ca Mau City) organizes examinations for candidates studying according to the 2006 program.
Mr. Ta Thanh Vu, Deputy Director of the Department of Education and Training, informed about the work done in preparation for the exam.
In order for the 2024 High School Graduation Exam to be effective, the Department of Education and Training has advised the Provincial People's Committee to organize a mock high school graduation exam in 2025 on May 16, 17, and 18, 2025. The preparation and organization of the mock exam is carried out almost the same as the official exam, from the stages of creating exam questions, invigilation, grading..., considering this as a practice session for both teachers and students before taking the official exam.
At the meeting, delegates also discussed and proposed specific solutions to ensure that the exam takes place in accordance with regulations and safely. Mr. Nguyen Ngoc Thuan, Standing Deputy Secretary of the Provincial Youth Union, said that the Provincial Youth Union will establish exam support teams. Having been implemented 22 times, in this year's exam, the exam support teams will continue to carry out specific activities as in previous years, and at the same time, will mobilize sponsors to support candidates in difficult circumstances.
Mr. Chau Van Tuy, Principal of Ho Thi Ky High School (Ward 2, Ca Mau City), suggested promoting communication work about new points of this year's exam.
Mr. Nguyen Thanh Liem, Vice Chairman of the People's Committee of U Minh district, proposed that the Steering Committee for the exam should consider asking the police force to ensure the transportation of exam papers to the exam sites and at the same time ensure security, order and social safety at the exam sites during the exam period.
At the meeting, Mr. Nguyen Thanh Luan, Director of the Department of Education and Training, said: “The Department of Education and Training continues to inspect and review the preparation work at the examination sites; provide training on examination procedures for the site heads, deputy site heads, secretaries, and examination invigilators... This year, the high school graduation exam will be conducted according to two programs: the 2006 General Education Program and the 2018 General Education Program. In the context of reorganizing the commune level, no longer at the district level, localities are trying to carry out their tasks so that the exam achieves good results. At the same time, promoting the results achieved in the past time, each member has a specific plan, avoiding a passive situation, to handle cases that arise outside the plan. The police work closely with the department to apply information technology in examination management, avoiding cheating.”
Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan directed: "The annual high school exam must ensure safety, security, consistency in direction, seriousness and thoughtfulness in organization, strictness in management, smoothness and consensus in society. The examination council promotes the results achieved in the past time, especially the invigilators and candidates, coordinate well, harmonize in relationships, create conditions for inspection, examination and supervision.
The invigilators must be strict, follow the rules, avoid noise, and create the most favorable conditions for candidates; the principal must carefully consider and review the exam staff, avoiding subjective selection to ensure sufficient numbers. Cases of candidates who are late for the exam must be promptly handled appropriately and in accordance with the rules.

“The Department of Education and Training and testing locations should study and come up with backup plans to promptly handle unplanned situations. Each school should proactively report difficulties for timely handling, proactively grasp the thoughts and aspirations of candidates, especially those with difficult circumstances, and those with special difficulties that need support, so that no student cannot take the exam due to difficulties. Localities, departments and branches are assigned, according to the functions and tasks of each locality and each branch, to give methodical and thorough direction according to regulations,” Mr. Nguyen Minh Luan directed.
