How to operate tourist canoes in Binh Dinh safely?

After a jet ski accident killed one person and injured two others in Quy Nhon, authorities in Binh Dinh tightened regulations to ensure the safety of tourist canoes.

Mr. Nguyen Huu Dao - Director of Khanh An Community Tourism Company (Nhon Ly Commune, Quy Nhon City) - said that since the decision to temporarily suspend canoes and jet skis that do not meet operating conditions from May 2 until now, the number of tourists going on island tours has decreased sharply.

Registered and inspected canoes must stay ashore because there is no operating area or route.

"Most businesses in Nhon Ly commune have to borrow money to buy canoes. Even though they are registered and inspected, according to current regulations of the Department of Construction, if the area for receiving and dropping off passengers has not been announced, they are still not allowed to operate," said Mr. Dao.

According to him, jet skiing is a water sport activity, not the main means of transporting tourists to visit islands like canoes.

Therefore, he suggested that a special mechanism should be created for canoes to operate, because the Nhon Hai and Nhon Ly areas have to use docks to receive passengers, there is no wharf and they only operate during calm waves. The operation is also very close to shore, less than 2 nautical miles.

According to Mr. Nguyen Thanh Danh - Chairman of Nhon Ly Commune People's Committee, the suspension of canoe operations has greatly affected local tourism. Many tours have been canceled, and some tourist establishments are considering selling canoes to cut losses.

Currently, the locality recommends that if the operating area and route have not been announced, it will temporarily allow qualified canoes to operate when they have been registered, inspected, have a certified operator, are equipped with life buoys, and only operate from shore to tourist destinations...

Removing difficulties for passenger transport by canoe

Mr. Nguyen Phuong Nam - Vice Chairman of Quy Nhon City People's Committee - said: "The province, locality and related departments are looking for ways to remove difficulties for individuals and businesses operating canoe and jet ski services. However, due to many conditions, it is necessary to consider specifically."

Previously, the Department of Construction coordinated with the Quy Nhon Maritime Port Authority, the Department of Culture, Sports and Tourism, and the People's Committee of Quy Nhon City to conduct field inspections at many tourist destinations. The inspections showed that water tourism transport activities were spontaneous and the technical infrastructure was not yet synchronized. Investors were not interested in building inland waterway ports despite the planning.

The lack of infrastructure investment has prevented the province from announcing official routes and stations, which means that vehicles are not licensed to leave the station and pick up passengers. Many vehicles are built by people themselves or bought illegally and do not meet the requirements for inspection.

Mr. Vo Van Trinh - Deputy Director of Binh Dinh Department of Construction - informed that the department has sent a report to the Provincial People's Committee on how to remove difficulties for canoe transportation activities. Most of the current canoes are SB type, but SI boats can still operate normally with wind conditions not exceeding level 4 and waves above 2m.

Regarding the issue of wharf management, Mr. Trinh said it is currently managed by the local authorities.

Ms. Nguyen Thi Kim Chung - Deputy Director of the Department of Culture, Sports and Tourism - said that the Provincial People's Committee has assigned tasks and tasks to each department, including reviewing vehicles and operating conditions to ensure compliance with legal regulations, ensuring safety, and soon bringing canoe transportation back to normal, serving tourists during the peak tourist season.
