According to the report of the Ministry of Construction , localities across the country have planned 1,309 locations with a scale of 9,737 hectares of land for social housing. In particular, many localities have paid attention to and allocated social housing land funds in favorable locations, near urban centers and industrial parks to ensure technical and social infrastructure.
Implementing the Project of 1 million social housing apartments, the whole country has 686 social housing projects deployed with a scale of 627,867 apartments, of which 117 projects have been completed or partially completed, with a scale of 80,811 apartments; 159 projects have started construction, with a scale of 135,563 apartments...
In the first 5 months of 2025 alone, the whole country has started and is implementing investment in the construction of 159 projects with a scale of 135,563 apartments; of which, 21 new projects with a scale of 20,428 apartments have been started, with 22,649 social housing apartments completed.
Thus, according to the report, about 20 localities are capable of completing the target assigned by the Prime Minister with the number of apartments that can be completed being 45,928; 25 localities are unlikely to be able to complete and 18 localities have not yet implemented it.
At the conference, representatives of several localities shared the results achieved and lessons learned in implementing social housing construction; at the same time, discussed difficulties and obstacles and proposed solutions for effective implementation in the coming time.

Speaking at the conference, Prime Minister Pham Minh Chinh stated: Our Party and State have social policies and social security policies on housing, ensuring the right to housing, the right to equal access to housing for people and caring for the disadvantaged. In the past, despite difficulties, the implementation has been carried out resolutely and seriously; however, the implementation of social housing projects still faces many difficulties and obstacles, mainly the complicated and lengthy institutions and administrative procedures.
The Prime Minister emphasized that Resolution No. 201/2025/QH15 has removed institutional bottlenecks to promote the development of social housing. However, to effectively implement and concretize these specific mechanisms and policies, there must be unified direction and leadership from Party committees and heads of ministries, branches and localities.
In the coming time, the Prime Minister requests ministries, branches and localities, based on their assigned tasks, to urgently develop, promulgate and submit for promulgation detailed regulations and implementation measures according to their authority; focus on leading, directing and organizing the implementation more drastically and effectively of the tasks and solutions stated in the Government's Resolutions. Localities direct specialized agencies and investors of social housing projects in their localities to implement the mechanisms and policies in the Resolution; prepare adequate resources for project investment capital, support project investors according to regulations; review, update and supplement planning, land use plans, construction plans to arrange enough land for social housing development according to assigned targets; reduce and simplify administrative procedures according to their authority on social housing investment to support and encourage businesses to invest...
